SYNOPSIS AS INTRODUCED:

30 ILCS 500/15-35

Amends the Illinois Procurement Code. Provides that the vendor portal
for the Department of Transportation must include any locally-applicable
project labor agreement requirements.

AN ACT concerning State government.

Be it enacted by the People of the State of Illinois,

represented in the General Assembly:

Section 5.
The Illinois Procurement Code is amended by
5
changing Section 15-35 as follows:

(30 ILCS 500/15-35)

Sec. 15-35.
Vendor portal.
Each chief procurement officer
8
may, in consultation with the agencies under his or her
9
jurisdiction and the Procurement Policy Board, establish a
10
vendor portal. The vendor portal shall allow a potential
11
vendor to provide certifications, disclosures, registrations,
12
and other documentation needed to do business with a State
13
agency in advance of any particular procurement. A potential
14
vendor who registers with the vendor portal and provides this
15
information may submit its registration number, with a
16
confirmation that the portal information remains current, as
17
part of its response to a competitive selection or a
18
contracting process, rather than submit the same information
19
in full. One or more chief procurement officers may jointly
20
operate a vendor portal if a single portal would better serve
21
the needs of the State agencies and the vendor community. A
22
chief procurement officer may accept, for use on procurements
23
and contracts under his or her jurisdiction, the registration

from another chief procurement officer's vendor portal. This

Section applies notwithstanding any laws to the contrary
3
except for later enacted laws that specifically refer to this
4
Section.

Nothing in this Section shall preclude a State agency from
6
implementing its own pre-qualification, certification,
7
disclosure, and registration requirements necessary to conduct
8
and manage its program operation.
9

This Section does not apply to any contract for any
10
project as to which federal funds are available for
11
expenditure when its provisions may be in conflict with
12
federal law or federal regulation.
13

Notwithstanding any other provision of law, the vendor
14
portal for the Department of Transportation must include any
15
locally-applicable project labor agreement requirements.
