AN ACT concerning aging.

Be it enacted by the People of the State of Illinois,
3
represented in the General Assembly:
4
Section 5.
The Program of All-Inclusive Care for the
5
Elderly Act is amended by adding Sections 18 and 22 as follows:
6
(320 ILCS 40/18 new)

Sec. 18.
Outreach and public education.
8
(a) The Department, in consultation with the Department on
9
Aging and contracted PACE organizations, shall develop and
10
maintain comprehensive, high-quality educational and outreach
11
materials designed to inform eligible persons, their families,
12
and caregivers about the PACE program.
13
(b) The materials required under subsection (a) shall be
14
produced in a professional, easy-to-read, and visually
15
engaging format. At a minimum, these materials shall:
16
(1) explain the integrated, interdisciplinary model of
17
care provided by PACE;
18
(2) detail the eligibility requirements and the
19
voluntary enrollment process;
20
(3) outline the specific benefits, including medical,
21
social, and long-term care services; and
22
(4) provide contact information for all active PACE
23
organizations in the State.

(c) The Department shall ensure these materials are
2
available in both printed and electronic formats and are
3
translated into the 3 most commonly spoken languages in the
4
State other than English.

(d) The Department shall distribute these materials to
6
Area Agencies on Aging, local health departments, and
7
hospitals in PACE covered service areas, and shall require
8
each contracted PACE organization to maintain a supply for
9
public distribution.

Sec. 22.
PACE Advisory Board.
12
(a) The Director of Healthcare and Family Services shall
13
appoint a PACE Advisory Board to consult with the Department
14
on the administration of this Act.
15
(b) The Advisory Board shall be composed of the following
16
persons:
17
(1) the Director of Healthcare and Family Services, or
18
his or her designee, who shall serve as chairperson;
19
(2) one representative each of the Department on Aging
20
and the Department of Human Services;
21
(3) three members who shall be selected from the
22
recommendations of a statewide organization representing
23
PACE providers;
24
(4) two members who represent the general public and
25
who have no responsibility for management or formation of

policy or financial interest in a PACE organization;
2
(5) one member who is a PACE participant or a
3
participant's legal guardian; and
4
(6) one member who shall be selected from the
5
recommendations of Illinois consumer organizations that
6
engage in advocacy on behalf of the elderly.

(c) The Advisory Board shall meet as frequently as the
8
chairperson deems necessary, but not less than 4 times each
9
year. Upon request by 4 or more members, the chairperson shall
10
call a meeting of the Advisory Board.
11
(d) The Advisory Board shall advise the Department on all
12
aspects of its responsibilities under this Act, including, but
13
not limited to, the format and content of any rules adopted by
14
the Department and the development of capitation rate
15
methodologies. During its review of rules or rate
16
methodologies, the Advisory Board shall analyze the economic
17
and regulatory impact of those actions on the sustainability
18
of PACE organizations and the quality of care provided to
19
participants.
