SYNOPSIS AS INTRODUCED:
Makes appropriations for the ordinary and contingent expenses of the
University of Illinois for the fiscal year beginning July 1, 2026, as
follows:

AN ACT concerning appropriations.

Be it enacted by the People of the State of Illinois,
3
represented in the General Assembly:

ARTICLE 1

Section 5.
The sum of $670,619,400, or so much thereof as
6
may be necessary, is appropriated from the Education
7
Assistance Fund to the Board of Trustees of the University of
8
Illinois to meet its operational expenses for the fiscal year
9
ending June 30, 2027.

Section 10.
The following named amounts, or so much
11
thereof as may be necessary, are appropriated from the
12
Education Assistance Fund to the Board of Trustees of the
13
University of Illinois for Labor and Employment Relations:

For degree programs

Section 15.
The sum of $15,373,200, or so much thereof as
18
may be necessary, is appropriated from the General Revenue
19
Fund to the Board of Trustees of the University of Illinois for
20
costs and expenses related to or in support of the Prairie
21
Research Institute, in accordance with Public Act 95-0728.

Section 20.
The sum of $40,380,600, or so much thereof as
2
may be necessary, is appropriated from the General Revenue
3
Fund to the Board of Trustees of the University of Illinois for
4
operating costs and expenses related to or in support of the
5
University of Illinois Hospital.

Section 25.
The sum of $750,000, or so much thereof as may
7
be necessary, is appropriated from the Education Assistance
8
Fund to the Board of Trustees of the University of Illinois for
9
costs associated with the Hispanic Center of Excellence at the
10
Chicago campus.

Section 30.
The sum of $283,500, or so much thereof as may
12
be necessary, is appropriated from the Education Assistance
13
Fund to the Board of Trustees of the University of Illinois for
14
Dixon Springs Agricultural Center.

Section 35.
The sum of $971,100, or so much thereof as may
16
be necessary, is appropriated from the Education Assistance
17
Fund to the Board of Trustees of the University of Illinois for
18
costs associated with the Public Policy Institute at the
19
Chicago campus.

Section 40.
The sum of $302,200, or so much thereof as may
21
be necessary, is appropriated from the Education Assistance

Fund to the Board of Trustees of the University of Illinois for
2
a grant to the College of Dentistry.

Section 45.
The sum of $500,000, or so much thereof as may
4
be necessary, is appropriated from the General Revenue Fund to
5
the Board of Trustees of the University of Illinois for costs
6
associated with the Illinois Heart Rescue.
7
Section 46.
The sum of $3,000,000, or so much thereof as
8
may be necessary, is appropriated from the General Revenue
9
Fund for a grant to the Board of Trustees of the University of
10
Illinois for a grant to the University of Illinois at
11
Springfield for the Illinois Innocence Project, and any
12
associated administrative expenses.

Section 50.
The sum of $8,040,800, or so much thereof as
14
may be necessary, is appropriated from the Fire Prevention
15
Fund to the Board of Trustees of the University of Illinois for
16
the purpose of maintaining the Illinois Fire Service
17
Institute, paying the Institute's expenses, and providing the
18
facilities and structures incident thereto, including payment
19
to the University for personal services and related costs
20
incurred.

Section 55.
The sum of $250,000, or so much thereof as may
22
be necessary, is appropriated from the State College and

University Trust Fund to the Board of Trustees of the
2
University of Illinois for scholarship grant awards.

Section 60.
The sum of $250,000, or so much thereof as may
4
be necessary, is appropriated from the Pet Population Control
5
Fund to the Board of Trustees of the University of Illinois for
6
costs associated with pet population control at the College of
7
Veterinary Medicine.
8
Section 65.
The sum of $300,000, or so much thereof as may
9
be necessary, is appropriated from the Emergency Public Health
10
Fund to the Board of Trustees of the University of Illinois for
11
costs and expenses related to or in support of Emergency
12
Mosquito Abatement.
13
Section 70.
The sum of $400,000, or so much thereof as may
14
be necessary, is appropriated from the Used Tire Management
15
Fund to the Board of Trustees of the University of Illinois for
16
costs and expenses related to or in support of mosquito
17
research and abatement.
18
Section 75.
The sum of $500,000, or so much thereof as may
19
be necessary, is appropriated from the Hazardous Waste
20
Research Fund to the Board of Trustees of the University of
21
Illinois for its ordinary and contingent expenses related to
22
the Prairie Research Institute.

Section 80.
The sum of $500,000, or so much thereof as may
2
be necessary, is appropriated from the General Professions
3
Dedicated Fund to the Board of Trustees of the University of
4
Illinois for costs associated with the development, support or
5
administration of pharmacy practice education or training
6
programs for the College of Medicine at Rockford.
7
Section 85.
The sum of $2,000,000, or so much thereof as
8
may be necessary, is appropriated from the General Revenue
9
Fund to the Board of trustees of the University of Illinois for
10
the University's Climate Jobs Institute.
11
Section 999.
Effective date.
This Act takes effect July 1,
12
2026.
