625 ILCS 5/3-414.5
Amends the Illinois Vehicle Code. Requires the Secretary of State to
provide the option to renew a 2-year registration sticker both online and
in-person. Effective immediately.

AN ACT concerning transportation.

Be it enacted by the People of the State of Illinois,
3
represented in the General Assembly:

Section 5.
The Illinois Vehicle Code is amended by
5
changing Section 3-414.5 as follows:
6
(625 ILCS 5/3-414.5)
7
Sec. 3-414.5.
Multi-year registration.
8
(a) The Secretary of State shall permit the owner of a
9
motor vehicle of the first division or a motor vehicle of the
10
second division weighing not more than 8,000 pounds or a motor
11
vehicle of the second division applying for a C class
12
registration plate to register the motor vehicle for a period
13
of 2 years if the owner selects to register his or her motor
14
vehicle under this Section.
15
(1) If the motor vehicle to be registered is required
16
to undergo emissions inspections, the 2-year registration
17
must coincide with the emissions inspection cycle.
18
(2) An applicant for a 2-year registration shall apply
19
online or by completing and mailing the appropriate 2-year
20
registration application form to the address indicated on
21
the form.
22
(3) The owner of a motor vehicle with a 2-year
23
registration may transfer that registration to another

motor vehicle with the same emissions inspection
2
requirements, if applicable. The owner of a motor vehicle
3
with a 2-year registration who discontinues use of the
4
registration before the expiration of the 2-year period is
5
not entitled to a complete or a prorated refund of the
6
registration fee.

(4) The fee for a 2-year registration shall be twice
8
the applicable annual registration fee for the motor
9
vehicle being registered. If the owner of a motor vehicle
10
issued registration under this subsection is subject to an
11
annual surcharge under Section 3-806 or 3-815, the
12
Secretary of State shall collect the surcharge for each
13
registration year of the multi-year registration at the
14
same time the Secretary of State collects the one-time
15
registration fee.
16
(5) The Secretary shall provide the option to renew a
17
2-year registration sticker both online and in-person.
18
(b) The Secretary of State shall permit the owner of a
19
trailer to register the trailer for a period of either one year
20
or up to an extended 5-year registration period.
21
(1) The registration shall be based on a recurring
22
5-year registration period. The trailer owner may apply
23
for an annual registration, registration for the full 5
24
years, or for the number of years remaining in the current
25
5-year cycle at the time of the registration application.

(2) An applicant for a 5-year trailer registration

shall apply online or by completing and mailing the
2
appropriate 5-year registration application form to the
3
address indicated on the form.

(3) The owner of a trailer with a 5-year registration
5
may transfer that registration to another trailer of the
6
same weight class. The owner of a trailer with a 5-year
7
registration who discontinues use of the registration
8
before the expiration of the 5-year period is not entitled
9
to a complete or a prorated refund of the registration
10
fee.
11
(4) The fee for a 5-year registration shall be the
12
same as the applicable annual registration fee for the
13
trailer being registered multiplied by the number of years
14
remaining in the current 5-year cycle at the time of the
15
registration application.
16
(c) The Secretary of State may adopt rules to implement
17
this Section.
