HOUSE JOINT RESOLUTION

WHEREAS, It is highly fitting that the Illinois General
3
Assembly pays honor and respect to those individuals who have
4
given their lives in service to their community; and

5

WHEREAS, Illinois State Police Trooper Clay Carns died in
6
the line of duty on December 23, 2024; and

7

WHEREAS, Trooper Carns was removing debris from the
8
southbound highway north of Blodgett Road when a driver did
9
not stop and struck him; he was transported to St. Joseph
10
Hospital, where he succumbed to his injuries an hour later;
11
and

12

WHEREAS, Trooper Carns was part of Illinois State Police
13
Cadet Class 123 and joined the ISP on November 10, 2013; and

14

WHEREAS, Trooper Carns was assigned badge number 6512 and
15
served for 11 years; therefore, be it

16

RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
17
HUNDRED FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE
18
SENATE CONCURRING HEREIN, that we designate I-55 Mile Marker
19
243 to 244, Southbound and Northbound, as the "ISP Trooper
20
Clay M. Carns Memorial Highway"; and be it further

RESOLVED, That the Illinois Department of Transportation
2
is requested to erect at suitable locations, consistent with
3
State and federal regulations, appropriate plaques or signs
4
giving notice of the name "ISP Trooper Clay M. Carns Memorial
5
Highway"; and be it further

6

RESOLVED, That suitable copies of this resolution be
7
presented to the family of Trooper Carns and the Secretary of
8
the Illinois Department of Transportation.
