HOUSE RESOLUTION
2
WHEREAS, The members of the Illinois House of
3
Representatives are saddened to learn of the death of Nedda
4
Jane Simon, who passed away on October 1, 2024; and
5
WHEREAS, Nedda Simon, the daughter of Benjamin and Lucille
6
(Baker) Jefferson, was born in Clayton on December 29, 1932;
7
she graduated from Clayton High School in 1950; she received
8
her bachelor's degree in Speech and English from Northwestern
9
University in 1954; she married Donald Howard "Don" Simon at
10
the Federated Church in Clayton on June 12, 1955; and
11
WHEREAS, Nedda Simon taught English and staged plays at
12
Princeton High School; after taking time to raise her three
13
daughters, she returned to teaching at Manlius High School and
14
Princeton High School; she also served as a certified alcohol
15
and drug counselor at Quad County Counseling Services for more
16
than 20 years before opening a private practice; and
17
WHEREAS, Nedda Simon was the founder of Freedom House, a
18
24-hour, 32-bed agency staffed by trained professionals that
19
serves victims of domestic and sexual violence across five
20
Illinois counties; over the past 40 years, her organization
21
has helped more than 30,000 women and their families; and

WHEREAS, Nedda Simon hosted a WZOE radio show,
2
Conversations with Nedda, ran a public speaking practice,
3
Dynamic Alternatives, and wrote a monthly column for the
4
Bureau County Republican; she also self-published Wired for
5
Hope with co-author Pam Horowitz and created greeting cards in
6
collaboration with Diana Whitney; and
7
WHEREAS, Nedda Simon was a member of St. Matthew's
8
Lutheran Church, where she served as choir director and as a
9
member of the church council; she was a former member of the
10
Bureau County Fair Queen Pageant, the Princeton Women's Club,
11
the Princeton-Illinois Chapter of the Daughters of the
12
American Revolution, the Elks Club, and the Bureau Valley
13
Country Club; and
14
WHEREAS, Nedda Simon was honored numerous times for her
15
service, including receiving the Robert L. Sorensen Summit
16
Award in 1994, the State Conservationist's Choice Award of the
17
National Resources Conservation Service (NCRS) in 2002, the
18
Prairie Rivers Resource Conservation and Development
19
President's Award in 2003, the Prairie Arts Council Lifetime
20
Achievements in the Arts Award in 2011, and a Recognition for
21
Dedication to Community Service to the Galena Trail and Coach
22
Road Society in 2013, being recognized as an Illinois Valley
23
Living's Woman of Distinction in 2013, and being featured for
24
establishing Freedom House in Northwestern University's Alumni

Class of '54 Notes in 2022; she and her husband were further
2
honored when the Covenant Children's Home Nelson Chapel was
3
rededicated as the Nedda J. and Donald H. Simon Conference
4
Center in 2023; and
5
WHEREAS, Nedda Simon was a trained soprano and performed
6
throughout high school and college, including with the
7
Springfield Opera; she and her husband enjoyed traveling,
8
exploring the United States, Africa, England, Germany, France,
9
Canada, Jamaica, Mexico, and the Cayman Islands; they also
10
enjoyed being snowbirds in Treasure Island, Florida; and
11
WHEREAS, Nedda Simon was known as a strong, intelligent,
12
outspoken, humorous, and energetic person who carried a deep
13
passion for community, education, wanderlust, conservation,
14
spirituality, and searching for insight into the human
15
condition; and
16
WHEREAS, Nedda Simon was preceded in death by her husband
17
of 67 years, Donald; her parents; and her siblings, John
18
Jefferson and Carol Henry; and
19
WHEREAS, Nedda Simon is survived by her daughters, Lori
20
(Michael) Nelson, Connie (John) Angelo, and Julie (Dennis)
21
Grady; three grandchildren; and three great-grandchildren;
22
therefore, be it

RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
2
HUNDRED FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
3
we mourn the passing of Nedda Jane Simon and extend our sincere
4
condolences to her family, friends, and all who knew and loved
5
her; and be it further
6
RESOLVED, That a suitable copy of this resolution be
7
presented to the family of Nedda Simon as an expression of our
8
deepest sympathy.
