HOUSE RESOLUTION

WHEREAS, The members of the Illinois House of
3
Representatives wish to commend Kerry Frank of Rockford on her
4
remarkable achievements in business and as a public speaker;
5
and

6

WHEREAS, Kerry Frank is the former leader of Comply365,
7
one of the most transformative and innovative aviation
8
software companies in the United States of America; she
9
co-founded the business in the basement of her home in South
10
Beloit in 2007; in the process, she became the first female
11
chief executive officer (CEO) of a technology company in the
12
aviation industry and the first CEO to introduce the
13
commercial application on iPads for pilots in the global
14
aviation markets; she quickly developed Comply365 into a
15
fast-growing and international aviation software provider,
16
offering a complete suite of enterprise optimization solutions
17
and business intelligence tools to automate business, before
18
selling the company in 2018, and the business continues to
19
dominate the aviation industry today; and

20

WHEREAS, Kerry Frank has also contributed significantly to
21
entrepreneurship in her community and the State of Illinois;
22
together with her family, she established Hidden Creek Estates
23
in 2021, which serves as a restaurant, venue, and resort in

Roscoe, north of Rockford; her establishment has grown
2
rapidly, experiencing an estimated 400% increase in growth in
3
a span of three years and generating a revenue of about $4
4
million in tourism in the Rockford area in 2025 alone; her
5
business has also been recognized by the Stateline Chamber of
6
Commerce as the 2024 Small Business of the Year and won the
7
Wine Spectator Award of Excellence in 2024 and 2025; and

8

WHEREAS, Kerry Frank has become a public speaker who
9
strives to spark courage, shift mindsets, and inspire
10
resiliency in those ready to create lasting legacy over
11
fleeting success; she continues to empower purpose-driven
12
leaders through honest storytelling, bold mentorship, and
13
hard-won wisdom, helping her clients build innovative
14
solutions to transform industries, communities, and lives
15
without compromising their standards and integrity; and

16

WHEREAS, Kerry Frank has been recognized as a business
17
leader by local, state, and national organizations, placing
18
second in a business pitch competition by Innovate Illinois in
19
2011, being featured in the competition launch video for
20
Innovate Illinois by Governor Pat Quinn that same year, being
21
named one of the 25 most interesting people by Northwest
22
Quarterly in 2016, and receiving the Ken Hendricks "Seize the
23
Day" award at the Wisconsin Entrepreneurs' Conference in 2018;

and

WHEREAS, Kerry Frank has overcome rejection and
2
discouragement through adaptability and bravery, impacting the
3
aviation software industry, navigating the highly complex
4
field of entrepreneurship, and contributing to the development
5
of new business leaders; and

WHEREAS, In addition to her immeasurable contributions to
7
the State and country, Kerry Frank has successfully raised a
8
family with her husband, Dude Frank; and

9

WHEREAS, Kerry Frank serves as a symbol of excellence,
10
dedication, and passion, and she should be celebrated as a
11
significant figure in the State of Illinois and the United
12
States of America; therefore, be it

13

RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
14
HUNDRED FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
15
we commend Kerry Frank on her invaluable contributions in
16
business and as a public speaker, and we extend our best wishes
17
to her continued success; and be it further

18

RESOLVED, That a suitable copy of this resolution be
19
presented to Kerry Frank as an expression of our esteem and
20
respect.
