HOUSE RESOLUTION

WHEREAS, The members of the Illinois House of
3
Representatives are saddened to learn of the death of
4
Connecticut State Representative Kevin Ryan, who passed away
5
on November 23, 2025; and

6

WHEREAS, Kevin Ryan, the son of Joseph P. Ryan and Hazel
7
Claire (McGuane) Ryan, was born in Fitchburg, Massachusetts on
8
August 1, 1952; he graduated from St. Bernard's High School;
9
he received a Bachelor of Arts in English and a Bachelor of
10
Science in Biology from Villanova University, a Doctorate in
11
Optometry and a certificate in Public Health from the
12
Pennsylvania College of Optometry, where he later served on
13
the Board of Trustees; he also held a Master of Arts in
14
Community Psychology from the University of New Haven; and

15

WHEREAS, Kevin Ryan worked part-time at the Connecticut
16
Visual Health Center in Bridgeport early in his career while
17
also contributing to his family business, Uncas Foods, Inc; he
18
started serving as an adjunct faculty member teaching physics
19
at the University of New Haven in 1980; he later worked for
20
Mobile Medical Testing Service, now known as Exemplar Health
21
Services, until 2003; and

WHEREAS, Kevin Ryan's commitment to public service defined

much of his life; he served on the Montville Board of
2
Education, including as chairman for six years and as
3
secretary for one year; he was then elected to the Connecticut
4
House of Representatives, representing the 139th legislative
5
district, in 1992, serving for 32 years; during his tenure, he
6
served as co-chairman of the Labor and Public Employees
7
Committee for eight years, and, most recently, he held the
8
role of assistant deputy speaker pro tempore of the
9
Connecticut House of Representatives; he was the consummate
10
statesman and worked tirelessly to help his constituents; and

11

WHEREAS, Kevin Ryan was deeply engaged on a national level
12
with legislative and leadership organizations; he had served
13
as the president and treasurer of the National Conference of
14
Legislators from Gaming States and treasurer of the Summit of
15
Rural and Agricultural Leaders, and he was recently elected
16
national chair of the Council of State Governments; he
17
attended the Robert J. Thompson Eastern Leadership Academy and
18
was a Tolls Fellow; he also served as a member of the
19
Agriculture Task Force and on the Executive Committee
20
representing the Council of State Governments (CSG) Eastern
21
Regional Conference (ECR) with the National Council of State
22
Legislatures; and

23

WHEREAS, Kevin Ryan was equally devoted to community
24
organizations; he was a member of Rotary International, the

Elks, and the Knights of Columbus; he served as a past chair of
2
the Montville Democratic Town Committee, as a Justice of the
3
Peace, and as president of the Board for Big Brothers/Big
4
Sisters of Southeastern Connecticut; he also contributed his
5
time to the Alliance for Living Board of Directors, the
6
Eastern Connecticut Cable TV Advisory Board, and as chair of
7
the Nuclear Energy Advisory Council; and

8

WHEREAS, Kevin Ryan was preceded in death by his parents;
9
his siblings, Joseph, Richard, William, and Carol; and several
10
aunts, uncles, nieces, and nephews; and

11

WHEREAS, Kevin Ryan is survived by his cousins, Martha
12
McGuane, Thomas McGuane, George McGuane, Mark McGuane, and
13
John McGuane; his godson, Mackenzie Caron; and many friends;
14
therefore, be it

15

RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
16
HUNDRED FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
17
we mourn the passing of Kevin Ryan and extend our sincere
18
condolences to his family, friends, and all who knew and loved
19
him; and be it further

20

RESOLVED, That a suitable copy of this resolution be
21
presented to the family of Kevin Ryan as an expression of our
22
deepest sympathy.
