HOUSE RESOLUTION
2
WHEREAS, Carmen K. Triche-Colvin has dedicated more than
3
three decades of exemplary service to Cook County and the
4
State of Illinois, demonstrating exceptional leadership,
5
integrity, and innovation in procurement, fiscal management,
6
organizational development, and public administration; and
7
WHEREAS, Since 2018, Carmen Triche-Colvin has served as
8
deputy clerk of the Board and Procurement for the Cook County
9
Clerk's Office, where she has maintained all legislative
10
records and the Code of Ordinances and successfully
11
implemented a new office purchasing system that streamlined
12
procurement across nine divisions, reducing processing time by
13
42%, improving headcount efficiency by 20%, and achieving 18%
14
in net savings; and
15
WHEREAS, Carmen Triche-Colvin served as a senior election
16
trainer for the Chicago Board of Elections from 2015 to 2022,
17
training thousands of election judges and coordinators on
18
election day procedures, equipment operations, voter services,
19
and compliance protocols, ensuring efficient, safe, and
20
accurate election administration for the residents of Chicago;
21
and
22
WHEREAS, Carmen Triche-Colvin served as chief executive

officer of Next Level Strategies, a company that focused on
2
strategic improvement for small business, from 2015 to 2018;
3
she delivered transformative organizational results across
4
both for-profit and non-profit sectors, achieving a 22% net
5
income growth, expanding business partnerships by 18%,
6
reducing procurement processing time by 27%, and securing
7
significant cost savings and customer satisfaction
8
improvements; and
9
WHEREAS, During her service as deputy director of the
10
Office of Urban Assistance at the Illinois Department of
11
Commerce and Economic Opportunity from 2011 to 2015, Carmen
12
Triche-Colvin administered and oversaw programs exceeding $450
13
million, including the Urban Weatherization Initiative, the
14
Illinois Fresh Food Fund, and the Employment Opportunity Grant
15
Fund, while facilitating green jobs training for 18,000
16
individuals; she also achieved a 75% certification rate,
17
expanded county participation by 300%, improved energy
18
efficiency for low-income households, restored equity and
19
integrity to statewide grant-making processes, eliminated
20
fiscal malfeasance, and further advanced statewide diversity
21
compliance initiatives while producing annual reports to the
22
Illinois General Assembly; and
23
WHEREAS, As chief procurement officer for the Office of
24
the President of the Cook County Board of Commissioners from

2006 to 2011, Carmen Triche-Colvin administered procurement
2
for 100 agencies with an annual budget of $345 million,
3
achieving 35% commodity savings, 42% gains in supplier
4
diversity, and 30 to 33% reductions in processing time, and
5
she generated $30 million in total savings through audits and
6
strategic sourcing, created the Cook County Business
7
Opportunity Expo, and led countywide procurement training
8
programs; and
9
WHEREAS, Carmen Triche-Colvin served as chief procurement
10
officer for the Forest Preserve District of Cook County from
11
2002 to 2006, where she delivered major cost savings,
12
including an average 37% savings through strategic vendor
13
agreements, implemented procurement card programs, established
14
an electronic surplus disposal process that generated
15
$395,000, reduced procurement errors by 73%, and increased
16
vendor engagement by 38%; and
17
WHEREAS, During her tenure as deputy purchasing agent from
18
1996 to 2002, Carmen Triche-Colvin oversaw procurement for 100
19
agencies, reducing delivery time by 16%, increasing vendor
20
participation by 34%, and implementing performance metrics
21
that improved procurement efficiency by 22%; and
22
WHEREAS, Carmen Triche-Colvin began her career as a senior
23
budget analyst from 1990 to 1996; in this role, she supervised

the development of 27 agency budgets totaling more than $115
2
million, prepared leadership for budget hearings, reconciled
3
financial data, and provided essential fiscal oversight that
4
ensured accountability and transparency in county government;
5
and
6
WHEREAS, Throughout her distinguished career, Carmen
7
Triche-Colvin has demonstrated unwavering commitment to
8
ethical leadership, equity, operational excellence, and
9
innovation, and she has made meaningful contributions that
10
strengthened public trust, improved government efficiency, and
11
enhanced the lives of residents across Cook County and the
12
State of Illinois; therefore, be it
13
RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
14
HUNDRED FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
15
we commend Carmen K. Triche-Colvin for her extraordinary
16
service, leadership, and dedication to public administration,
17
procurement reform, community development, and government
18
excellence; and be it further
19
RESOLVED, That we thank Carmen K. Triche-Colvin for her
20
more than three decades of transformative impact on government
21
operations and the communities served; and be it further
22
RESOLVED, That a suitable copy of this resolution be

presented to Carmen Triche-Colvin as a symbol of esteem and
2
respect.
