HOUSE RESOLUTION
2
WHEREAS, The year 2025 marks the 50th anniversary of the
3
National Conference of State Legislatures (NCSL) and the 20th
4
anniversary of the Province of Québec's adhesion as an
5
affiliate member of the NCSL; and
6
WHEREAS, In the past decade, Québec has strengthened its
7
interparliamentary relationships with the United States
8
through its involvement in the Conference of the Great Lakes
9
and St. Lawrence Governors & Premiers and the Great Lakes-St.
10
Lawrence Legislative Caucus; and
11
WHEREAS, Québec maintains close ties with the State of
12
Illinois, notably through its involvement in these forums, and
13
there is great importance attached by Québec and Illinois, as
14
well as by the states, provinces, and cities involved in the
15
Great Lakes-St. Lawrence Conference, the Great Lakes-St.
16
Lawrence Legislative Caucus, and the Great Lakes and St.
17
Lawrence Cities Initiatives, to issues relating to water,
18
trade, and the environment; and
19
WHEREAS, The Great Lakes and St. Lawrence states and
20
provinces collectively manage 20% of the world's surface fresh
21
water and provide drinking water for over 40 million people,
22
emphasizing the importance of their relationship and their

particularly strategic position in terms of freshwater
2
management and sustainability; and
3
WHEREAS, Together, the Great Lakes and St. Lawrence states
4
and provinces constitute an economic region equivalent to the
5
world's 3rd largest economy; and
6
WHEREAS, Québec and Illinois both wish to increase tourism
7
while promoting sustainable tourism in the Great Lakes-St.
8
Lawrence region; and
9
WHEREAS, Québec selecting Illinois as the location to
10
establish its Midwest office underscores the importance of
11
Illinois for Québec's diplomatic and international outreach
12
and the strength of their bilateral relationship; and
13
WHEREAS, Over the past five years, trade between Québec
14
and Illinois has increased by more than 90%; and
15
WHEREAS, Québec is Illinois' 2nd largest investor among
16
Canadian provinces and ranks as the 15th largest international
17
destination for Illinois products; and
18
WHEREAS, Québec was the United States' principal partner
19
in primary aluminum in 2024; and

WHEREAS, Québec proudly ranks as the 2nd importer of
2
Illinois-made motor cars; and
3
WHEREAS, Approximately 75 Québec-owned companies currently
4
operate in Illinois, directly creating local jobs, while more
5
than 120 Illinois-based businesses maintain operations in
6
Québec; and
7
WHEREAS, Both Québec and Illinois maintain expertise and
8
leadership in agricultural technologies, life sciences, clean
9
energy, and artificial intelligence; and
10
WHEREAS, The remarkable partnership between Québec and
11
Illinois should be recognized appropriately during this
12
special time; therefore, be it
13
RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
14
HUNDRED FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
15
we commend the decades-long partnership between the Province
16
of Québec and the State of Illinois, and we extend our best
17
wishes for many more years of mutual prosperity and growth;
18
and be it further
19
RESOLVED, That a suitable copy of this resolution be
20
presented to the National Assembly of Québec as an expression
21
of our esteem and respect.
