HOUSE RESOLUTION

2

WHEREAS, For more than seven decades, the United States
3
has anchored its national security and global leadership in
4
alliances founded on mutual defense, shared sacrifice, and
5
respect for sovereignty, including the North Atlantic Treaty
6
Organization (NATO), of which Denmark, a sovereign ally of the
7
United States and the governing authority over Greenland, is a
8
founding and steadfast member; and

9

WHEREAS, Greenland is an integral part of the Kingdom of
10
Denmark, whose people enjoy self-government, democratic
11
rights, and protection under international law, and any
12
attempt to seize or annex its territory by force would
13
constitute an act of aggression against a treaty ally of the
14
United States; and

15

WHEREAS, Public statements and threats by President Donald
16
J. Trump advocating or entertaining the invasion or forcible
17
acquisition of Greenland represent a profound repudiation of
18
America's commitments to its allies and an unprecedented
19
willingness to contemplate war against nations that have stood
20
alongside the United States for generations; and

21

WHEREAS, The United States Armed Forces are trained,
22
educated, and morally conditioned to defend allies, deter

aggression, and preserve peace, not to plan or execute wars of
2
conquest against friendly nations with whom American service
3
members have trained, fought, and bled; and

4

WHEREAS, Danish service members fought alongside American
5
troops following the attacks of September 11, 2001, including
6
in Afghanistan, where Denmark suffered significant casualties
7
for a nation of its size, demonstrating loyalty, courage, and
8
sacrifice in defense of shared values; and

9

WHEREAS, Ordering the United States military to plan or
10
prepare for an invasion of Greenland would force service
11
members into a perverse inversion of their training and
12
ethics, compelling them to treat allies as enemies and to
13
weaponize institutions designed for collective defense into
14
instruments of betrayal; and

15

WHEREAS, Such planning, even if framed as hypothetical or
16
procedural, would erode the moral foundations of
17
civilian-military relations by compelling officers and
18
enlisted personnel to reconcile obedience with actions that
19
are clearly immoral, irrational, and contrary to the
20
traditions of American decency; and

21

WHEREAS, The transformation of the United States from
22
guarantor of collective security into aggressor against NATO

would shatter alliance trust, destabilize global security, and
2
signal to adversaries that American treaty commitments are
3
contingent, transactional, and revocable at the whim of a
4
single leader; and

5

WHEREAS, A war of aggression against Greenland would
6
directly violate the Charter of the United Nations, to which
7
the United States is a founding signatory, and which was
8
established to "save succeeding generations from the scourge
9
of war" by prohibiting the threat or use of force against the
10
territorial integrity or political independence of any state;
11
and

12

WHEREAS, Such an invasion would inflict untold misery upon
13
the people of Greenland, subjecting a small population to
14
fear, displacement, and violence for no legitimate defensive
15
purpose while simultaneously placing American servicemen and
16
servicewomen in harm's way to prosecute a war that serves no
17
national security interest; and

18

WHEREAS, The burden of restraining reckless and
19
destructive uses of military power does not rest with the
20
armed forces, whose duty is lawful obedience, but with
21
civilian institutions and elected representatives charged with
22
upholding constitutional governance and the rule of law; and

WHEREAS, Silence or acquiescence by political leaders in
2
the face of calls for aggressive war against allies risks
3
normalizing ideas that would once have been disqualifying,
4
unthinkable, or grounds for removal from positions of
5
responsibility; therefore, be it

6

RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
7
HUNDRED FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
8
we condemn, in the strongest possible terms, any proposal,
9
threat, or effort to invade, annex, or forcibly seize
10
Greenland or any other territory of a United States treaty
11
ally; and be it further

12

RESOLVED, That we express support for the United States'
13
enduring commitment to the North Atlantic Treaty Organization
14
(NATO), to the sovereignty of allied nations, and to the
15
principle that disputes among friends are resolved through
16
diplomacy, not violence; and be it further

17

RESOLVED, That we affirm that wars of aggression against
18
allies are morally indefensible, strategically catastrophic,
19
and incompatible with the values and obligations of the United
20
States under international law; and be it further

21

RESOLVED, That we call upon all elected officials,
22
regardless of party or office, to reject rhetoric and policies

that would place American service members in the position of
2
betraying allies and committing acts of unjust war; and be it
3
further

RESOLVED, That we express our commitment to peace,
5
alliance, and the rule of law; and be it further

6

RESOLVED, That suitable copies of this resolution be
7
delivered to the President of the United States, the U.S.
8
Senate Majority Leader, the U.S. Senate Minority Leader, the
9
U.S. Speaker of the House of Representatives, the U.S. House
10
of Representatives Minority Leader, and the Secretary-General
11
of the North Atlantic Treaty Organization (NATO).
