HOUSE RESOLUTION
2
WHEREAS, Composting is an effective form of waste
3
reduction, reuse, and recycling, and since organic materials
4
make up approximately 30-40% of the material going to
5
landfills, composting is a primary method communities can use
6
to reach waste diversion goals and create sustainable
7
communities; and
8
WHEREAS, Organic residual materials, including yard
9
trimmings, vegetable cuttings, biosolids, food scraps,
10
manures, and hay shavings, have been composted and converted
11
into a beneficial product known as compost; and
12
WHEREAS, Returning organic resources, remanufactured into
13
compost, to the soil reduces water consumption by over 30% for
14
all soil types, conserves water during extreme drought or
15
flooding conditions, decreases dependence on chemical
16
fertilizers and pesticides, and decreases erosion and nonpoint
17
source pollution; and
18
WHEREAS, Communities, through their local governments,
19
highway departments, soil and water conservation districts,
20
and public works professionals, can have positive impacts on
21
clean water, soil, climate change, and landfill diversion by
22
using compost for public works projects; and

WHEREAS, Composting creates green jobs and infrastructure
2
for cities and states that implement composting programs; and
3
WHEREAS, International Compost Awareness Week, scheduled
4
for May 3 through May 9, 2026, is a multimedia publicity and
5
educational initiative designed to showcase compost production
6
and demonstrate compost use and is supported by compost
7
industry organizations from around the world; and
8
WHEREAS, The theme for 2026 is "Compost! Feed the Soil
9
that Feeds Us!"; it recognizes and promotes the importance of
10
composting and the use of compost in growing healthier food,
11
in supporting healthier soils, and, ultimately, in creating a
12
more just and sustainable world; therefore, be it
13
RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
14
HUNDRED FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
15
we declare May 3 through May 9, 2026 as Compost Awareness Week
16
in the State of Illinois.
