HOUSE RESOLUTION

WHEREAS, The members of the Illinois House of
3
Representatives are saddened to learn of the death of Dr.
4
Joyce Regina Miller, who passed away on January 1, 2026; and

5

WHEREAS, Dr. Miller was born to John and Leevolia Moore on
6
June 8, 1962; she attended Mason Elementary School and was the
7
valedictorian of Josephinum High School in 1979; she earned
8
her Bachelor of Arts in Psychology at Drake University in 1983
9
and her Doctor of Medicine from the Southern Illinois
10
University School of Medicine in 1988; she married Andrea
11
Miller at Carey Tercentenary AME Church in 1986; and

12

WHEREAS, Dr. Miller's career was dedicated to psychiatry;
13
she served as chair of the Department of Psychiatry at Cook
14
County Health & Hospital Systems (2019-2025) and as a
15
long-standing consultant psychiatrist at Provident Hospital
16
(2005-2025); she previously served Cook County as a staff
17
psychiatrist at Cermak Hospital (2016-2019) and held major
18
leadership positions, including medical director at Madden
19
Hospital (2010-2016) and clinical director at Jackson Park
20
Hospital's Friedell Clinic (2006-2013); she mentored future
21
physicians as an attending physician at Rush University and an
22
associate professor of psychiatry at Midwestern University,
23
and her work from inpatient and outpatient care to

correctional, HIV/mental health, developmental, postpartum,
2
and emergency services reflected a lifelong commitment to
3
patients with complex needs; most recently, she helped open
4
the Cook County Health Bronzeville Health Center; and

5

WHEREAS, Dr. Miller was a devoted member of Carey
6
Tercentenary AME Church since her childhood; she was a
7
faithful tither and remained deeply involved in church life,
8
where she served as a class leader, supported the Women's
9
Missionary Society, and contributed to the Missionary Board's
10
work; she helped implement community health initiatives,
11
including real-life hands-on support for elders and their
12
families, and was invested in young people through the YPD
13
program; and

14

WHEREAS, Dr. Miller was also committed to service through
15
Delta Sigma Theta Sorority, Inc., where she remained a member
16
for decades and supported her Sorors and line sisters through
17
every season of life; she pledged Phi Chapter at Drake
18
University and crossed on April 10, 1982 as part of the first
19
all-collegiate line, proudly as #8 "Quiet Touch"; as an Omega
20
Pearl, she was remembered for bringing people together
21
throughout campus; she remained active in the Glen Ellyn
22
Alumnae Chapter and was also a devoted member of the Chicago
23
Alumnae Chapter; and

WHEREAS, Dr. Miller was recognized as Physician of the
2
Year at Jackson Park Hospital in 2010 for her outstanding
3
service and care; and

4

WHEREAS, Dr. Miller was affectionately known as
5
"Joy-baby"; she found joy in hobbies that kept her curious and
6
creative; she studied the piano and spent time renovating her
7
home, taking pride in making it a space for celebrations and
8
family, and she absolutely adored her dog Rello, who brought
9
her constant companionship and love; and

10

WHEREAS, Dr. Miller set the standard for excellence, made
11
a profound impact on her community, and carried herself with
12
love and patience; and

13

WHEREAS, Dr. Miller was preceded in death by her parents;
14
and

15

WHEREAS, Dr. Miller is survived by her husband, Andre; her
16
daughter, Victoria; her brother and sisters, Linda Washington,
17
John (Regina) Moore Jr., Cynthia (Elgin) Perkins, and Faye
18
Wooten; her sister-in-law, Anita (Jerome) Miller-Carpenter;
19
her in-laws, Erone and Dr. Queenella Miller; and numerous
20
nieces and nephews; therefore, be it

21

RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE

HUNDRED FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that

we mourn the passing of Dr. Joyce Regina Miller and extend our
3
sincere condolences to her family, friends, and all who knew
4
and loved her; and be it further

5

RESOLVED, That a suitable copy of this resolution be
6
presented to the family of Dr. Miller as an expression of our
7
deepest sympathy.
