HOUSE RESOLUTION

WHEREAS, The members of the Illinois House of
3
Representatives wish to commend Raul Tinoco Guevara for his
4
dedicated service with Rincon Family Services for the past 11
5
years; and

6

WHEREAS, Raul Tinoco Guevara has dedicated more than a
7
decade of distinguished service to Rincon Family Services,
8
during which time his work has been meaningful, sustained, and
9
demonstrably impactful to the State of Illinois, particularly
10
in the areas of behavioral health, community engagement,
11
public education, and systems-level outreach; and

12

WHEREAS, Over the course of 11 years, Raul Tinoco
13
Guevara's leadership has contributed significantly to the
14
strengthening of the statewide capacity to communicate,
15
educate, and connect communities to essential human services,
16
advancing priorities central to the State's mission, including
17
behavioral health access, prevention, workforce development,
18
and community well-being; and

19

WHEREAS, In his role as chief engagement and
20
communications officer at Rincon Family Services, Raul Tinoco
21
Guevara has provided services that extend far beyond
22
organizational boundaries, including leading the development

of statewide communications, public education, graphic design,
2
audiovisual, branding, marketing, and engagement strategies
3
that have expanded access to services, reinforced public
4
trust, and strengthened community-based systems across
5
Illinois; and

6

WHEREAS, Raul Tinoco Guevara's specialized skills as a
7
graphic designer, storyteller, and brand strategist have
8
proven instrumental in ensuring that vital public health,
9
behavioral health, and social service information is delivered
10
in clear, culturally responsive formats and in the preferred
11
language of community members, reducing barriers to access,
12
improving comprehension, and strengthening equitable service
13
delivery for linguistically diverse populations throughout the
14
State; and

15

WHEREAS, Through his intentional design and storytelling
16
approaches, Raul Tinoco Guevara has transformed complex human
17
services programs into accessible, human-centered narratives,
18
connecting thousands of individuals and families to critical
19
resources, reducing stigma surrounding behavioral health, and
20
reinforcing the importance of prevention, early intervention,
21
and community-based care; and

22

WHEREAS, Under Raul Tinoco Guevara's guidance, Rincon
23
Family Services have supported a number of initiatives that

were turned into programs to reach communities throughout
2
Illinois, with some education and engagement efforts extending
3
to approximately 85% of the State, reflecting an extraordinary
4
scope of reach and influence; and

5

WHEREAS, Raul Tinoco Guevara's leadership has been central
6
to the creation of a communications and public education
7
infrastructure capable of supporting coordinated responses to
8
statewide challenges, including his work during the COVID-19
9
pandemic and the 2020 Census, through initiatives such as
10
Operation Counting Lives, Operation Saving Lives, and
11
Operation Nuestra Herencia Cuenta; and

12

WHEREAS, Raul Tinoco Guevara's efforts have included the
13
development and distribution of integrated COVID-19 safety
14
kits that incorporated census education, contributing directly
15
to public health protection, civic participation, and
16
equitable access to information for historically underserved
17
populations across Illinois; during this period of
18
unprecedented disruption as the pandemic unfolded, his work
19
further supported the distribution of $450,000 in direct aid
20
to small and local businesses, reinforcing economic stability
21
and community resilience throughout the State; and

22

WHEREAS, Raul Tinoco Guevara has collaborated closely with
23
Loyola University Chicago and La Universidad Iberoamericana of

Mexico City to develop communications campaigns and
2
storytelling initiatives that have elevated education and
3
public awareness around behavioral health, strengthened
4
culturally responsive outreach, and advanced cross-sector
5
learning benefiting Illinois communities; and

6

WHEREAS, Beyond crisis response, Raul Tinoco Guevara has
7
shaped long-term initiatives that continue to benefit the
8
State, including his instrumental role in the development of
9
International Behavioral Health Summits held in Mexico City in
10
2023 and 2025, which have expanded professional dialogue,
11
best-practice exchange, and systems-level learning to inform
12
and strengthen human services delivery in the State and
13
beyond; and

14

WHEREAS, Raul Tinoco Guevara has served as a collaborator
15
and contributing author on a forthcoming peer-reviewed journal
16
article on nonprofit leadership and transformational impact as
17
part of the 50th anniversary special issue of Human Service
18
Organizations: Management, Leadership & Governance, which is
19
scheduled for publication in Autumn 2026, further elevating
20
Illinois' leadership in human services practice and
21
scholarship; and

22

WHEREAS, Raul Tinoco Guevara's work has advanced inclusive
23
and affirming practices statewide, including through his

leadership in elevating LGBTQ+ initiatives within
2
communications, outreach, and program design, ensuring that
3
equity, dignity, and belonging are embedded in service
4
delivery and public messaging throughout the State; and

5

WHEREAS, Among Raul Tinoco Guevara's most visionary
6
contributions has been his role in shaping the public
7
narrative and engagement strategy for the Serenity Garden, an
8
initiative integrating ecological stewardship and pollinator
9
conservation, including protections for bees and the monarch
10
butterfly, while serving as a space for social-emotional
11
wellness and a model addressing nature-deficit disorders in
12
marginalized communities; through this work, he has
13
demonstrated how environmental responsibility and mental
14
well-being may be advanced together in service of the public
15
good; and

16

WHEREAS, Raul Tinoco Guevara's leadership has remained
17
grounded in strong academic preparation, having received a
18
Bachelor of Arts in Communication from La Universidad
19
Iberoamericana of Mexico City, and continues to be expressed
20
through his service as alumni president of the Illinois
21
Chapter of La Universidad Iberoamericana, through which he has
22
strengthened alumni engagement, binational collaboration, and
23
cross-border educational partnerships, reinforcing Illinois'
24
role as a bridge between local communities and international

systems of learning, leadership, and civic exchange; and

2

WHEREAS, Through 11 years of service, Raul Tinoco Guevara
3
has strengthened institutions, empowered communities, and
4
enhanced the State's capacity to respond to both immediate
5
human needs and long-term systemic challenges, exemplifying
6
the enduring values of thoughtful engagement, ethical
7
leadership, and effective communication; therefore, be it

8

RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
9
HUNDRED FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
10
we commend Raul Tinoco Guevara on his integrity,
11
professionalism, and profound statewide impact during his 11
12
years of service with Rincon Family Services; and be it
13
further

14

RESOLVED, That we thank Raul Tinoco Guevara for his
15
continued contributions to the health, dignity, and well-being
16
of the people of Illinois; and be it further

17

RESOLVED, That a suitable copy of this resolution be
18
presented to Raul Tinoco Guevara as an expression of our
19
esteem and respect.
