HOUSE RESOLUTION
2
WHEREAS, Commercial air travel is a critical component of
3
the nation's transportation infrastructure and is relied upon
4
by millions of Americans, including Illinois residents, for
5
employment, education, family responsibilities, military
6
service, medical care, and civic participation; and
7
WHEREAS, Over time, the average physical dimensions of
8
American adults have changed, reflecting broader demographic
9
and public health trends documented by federal agencies and
10
medical professionals; and
11
WHEREAS, During the same period, many commercial airlines
12
have reduced seat width, legroom, and seat pitch in standard
13
economy cabins in order to increase aircraft capacity and
14
revenue, while base fares and ancillary fees have continued to
15
rise; and
16
WHEREAS, These reductions have occurred in the absence of
17
clear, enforceable federal minimum standards governing
18
passenger seating dimensions, leaving consumer comfort,
19
safety, and accessibility largely unprotected; and
20
WHEREAS, Overly restrictive seating conditions can
21
negatively affect passenger health and safety, including

increased risk of circulatory issues, musculoskeletal strain,
2
mobility limitations, and heightened discomfort during
3
extended flights; and
4
WHEREAS, Such conditions disproportionately impact
5
seniors, people with disabilities, individuals with temporary
6
injuries, parents traveling with children, veterans, and
7
passengers with medical or mobility-related needs, raising
8
concerns about equity, accessibility, and dignity in air
9
travel; and
10
WHEREAS, Many travelers are effectively required to pay
11
additional fees for modestly increased legroom or seat width
12
simply to travel in reasonable comfort, shifting the cost of
13
basic accommodation onto consumers rather than incorporating
14
it into standard service; and
15
WHEREAS, Transparent, fair, and accessible transportation
16
policy benefits travelers, airlines, and the broader economy
17
by promoting public trust, long-term customer satisfaction,
18
and safe travel conditions; and
19
WHEREAS, Addressing airline seating standards is not a
20
partisan issue, but a matter of consumer protection, public
21
health, disability access, and responsible regulation that
22
balances economic viability with the well-being of the

traveling public; therefore, be it
2
RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
3
HUNDRED FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
4
we urge commercial airlines operating in the United States to
5
adopt reasonable minimum passenger seating standards that
6
reflect modern body dimensions and support basic comfort,
7
safety, and mobility for the general public; and be it further
8
RESOLVED, That we call upon federal aviation and
9
transportation regulators to study and establish minimum
10
standards for seat width, legroom, and pitch informed by
11
public health data, disability access considerations, and
12
passenger safety research; and be it further
13
RESOLVED, That we encourage airlines to ensure seating
14
practices do not discriminate against or unduly burden
15
passengers with disabilities or health-related needs, and that
16
reasonable accommodation not be treated as a premium add-on
17
fee; and be it further
18
RESOLVED, That we urge greater pricing and seating
19
transparency, including clear disclosure of seat dimensions
20
and legroom at the time of ticket purchase, so consumers can
21
make informed travel decisions without surprise fees; and be
22
it further

RESOLVED, That suitable copies of this resolution be
2
delivered to the President of the United States, the United
3
States Department of Transportation, the Federal Aviation
4
Administration, and all members of the Illinois Congressional
5
Delegation.
