HOUSE RESOLUTION

WHEREAS, Illinois Senate Bill 3572 (SB3572) seeks to
3
legally define any fertilized human egg as a person in the eyes
4
of the law; and

5

WHEREAS, SB3572 seeks to subject women seeking
6
reproductive healthcare and their doctors to first degree
7
murder charges; and

8

WHEREAS, SB3572 contains no exceptions for rape or incest,
9
and would subject a survivor to harsher criminal penalties
10
than the rapist; and

11

WHEREAS, SB3572 contains no exception for in vitro
12
fertilization (IVF), subjecting doctors providing assisted
13
reproductive technology to criminal charges; and

14

WHEREAS, In 2016, Donald Trump said that there must be
15
"some form of punishment" for women seeking an abortion; and

16

WHEREAS, Anti-choice politicians across the country rushed
17
to assure people that they would never support laws that
18
punish women; and

19

WHEREAS, After the United States Supreme Court's Dobbs v.

Jackson Women's Health Organization decision, women in many
2
states found that their access to healthcare was suddenly
3
governed by laws that predate women's suffrage and contained
4
no exceptions for rape and incest; and

5

WHEREAS, Anti-choice politicians across the country rushed
6
to assure people that they would never deny care to survivors
7
of rape and incest; and

8

WHEREAS, In 2024, the Alabama Supreme Court used language
9
mirroring SB3572 to bar access to IVF in that state; and

10

WHEREAS, Anti-choice politicians across the country rushed
11
to assure people that they would never support laws that deny
12
access to IVF; and

13

WHEREAS, Anti-choice politicians in Illinois continue to
14
push legislation like SB3572 that would punish women for
15
accessing reproductive healthcare, would force survivors of
16
rape and incest to carry their abuser's child to term, and
17
would bar access to IVF; therefore, be it

18

RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
19
HUNDRED FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
20
we oppose Illinois Senate Bill 3572 (SB3572); and be it
21
further

RESOLVED, That we oppose any effort to punish women for
2
accessing reproductive healthcare; and be it further

3

RESOLVED, That we oppose efforts to subject survivors of
4
rape and incest to more severe punishments than a rapist; and

be it further

RESOLVED, That we oppose efforts to restrict access to in
7
vitro fertilization (IVF) and other forms of assisted
8
reproductive technology.
