HOUSE RESOLUTION

WHEREAS, The members of the Illinois House of
3
Representatives wish to commend individuals whose service,
4
leadership, and professional excellence have strengthened the
5
social fabric of the State of Illinois and advanced the
6
health, dignity, and well-being of its residents; and

7

WHEREAS, Ximena Siguenza Cabrera, Director of Community
8
Engagement & Impact at Rincon Family Services, has
9
demonstrated an exceptional commitment to public service,
10
community-centered leadership, and cross-sector
11
collaboration, delivering meaningful and lasting impact to
12
communities throughout the State; and

13

WHEREAS, Ximena Siguenza Cabrera has a longstanding and
14
distinguished record of community service, beginning with her
15
tenure at the office of the Consulate General of Mexico in
16
Chicago, followed by her continued leadership at Rincon Family
17
Services over the past two years, where her work has
18
strengthened community response systems, expanded access to
19
education and resources, and supported coordinated service
20
delivery for immigrant and historically underserved
21
communities across Illinois; and

WHEREAS, From the outset of her professional career,

Ximena Siguenza Cabrera's contributions have delivered

tangible value to the people of Illinois through
3
responsiveness, cultural fluency, operational excellence, and
4
an unwavering commitment to dignity-centered service; and

WHEREAS, In her current role as Director of Community
6
Engagement & Impact, Ximena Siguenza Cabrera has provided
7
direct strategic support and counsel to organizational
8
leadership, serving as a top-tier advisor to the president and
9
chief executive officer of Rincon Family Services, advising on
10
program design, development, and implementation to ensure
11
initiatives are community-centered, operationally sound, and
12
aligned with both organizational mission and public-sector
13
priorities; and

14

WHEREAS, Through her position, Ximena Siguenza Cabrera has
15
effectively bridged executive vision with on-the-ground
16
execution, translating strategy into measurable, sustainable,
17
and equitable outcomes that strengthen Illinois' human
18
services ecosystem; and

19

WHEREAS, Ximena Siguenza Cabrera has applied her expertise
20
in community education and empowerment to support the
21
coordination, implementation, and integration of resources
22
that advance comprehensive care, including her key role in
23
facilitating the integration of a health center within Rincon

Family Services' organizational systems, supporting the
2
co-location of Community Health services to expand access to
3
integrated and culturally responsive care; and

WHEREAS, Ximena Siguenza Cabrera's leadership has extended
5
beyond organizational boundaries through her assistance in the
6
co-location of integrated case management services within the
7
offices of the Consulate General of Mexico and the Consulate
8
General of Guatemala in Chicago, ensuring that individuals and
9
families could access health, behavioral health, and social
10
services in trusted and familiar environments while reflecting
11
a deep understanding of how systems alignment, trust, and
12
accessibility intersect in effective service delivery; and

13

WHEREAS, Ximena Siguenza Cabrera has facilitated and led
14
all major educational campaigns for Rincon Family Services,
15
ensuring that critical information reaches communities in a
16
clear, culturally responsive, and actionable manner, thereby
17
reducing barriers to access and empowering individuals and
18
families to engage proactively with available services; she
19
previously served in the planning and execution of the
20
International Behavioral Health Summit held in Mexico City in
21
2025, in collaboration with La Universidad Iberoamericana of
22
Mexico City, where her contributions played a key factor in
23
shaping cross-border dialogue, educational programming, and
24
community-centered perspectives that elevated the summit's

relevance and impact; and

WHEREAS, Ximena Siguenza Cabrera's collaboration with La
3
Universidad Iberoamericana has further included the
4
facilitation of behavioral health student internships in
5
Chicago, strengthening workforce development pipelines and
6
fostering the next generation of culturally competent
7
behavioral health professionals serving Illinois communities;
8
and

9

WHEREAS, Ximena Siguenza Cabrera has played a central role
10
in shaping the clinical milieu of Rincon Family Services'
11
physical spaces, working collaboratively with clinical,
12
operational, and facilities teams to ensure environments are
13
trauma-informed, culturally responsive, and supportive of both
14
client healing and staff well-being, thereby transforming
15
facilities into intentional environments of care; and

16

WHEREAS, Ximena Siguenza Cabrera is leading the
17
implementation of the Mustard Seeds Initiatives, a portfolio
18
of high-impact, purpose-driven micro-investments designed to
19
generate measurable and transformational outcomes at both
20
local and international levels, advancing education on
21
selective mutism and autism in Mexico City, facilitating
22
scholarships at La Universidad Iberoamericana, strengthening
23
ecological stewardship efforts in Cook and Kankakee counties,

and supporting apiculturists in Chicago to promote pollinator
2
conservation and environmental sustainability, with these
3
initiatives exemplifying her ability to translate vision into
4
action, ensuring that targeted investments empower
5
communities, create lasting change, and establish sustainable
6
pathways for future impact; and

WHEREAS, Ximena Siguenza Cabrera also serves as the
8
logistical lead for community social service responses,
9
coordinating organizational action when requests are made by
10
state elected officials, including responses to fires,
11
behavioral health referrals, emergency needs, and
12
comprehensive case management, and is widely recognized for
13
her ability to mobilize teams, align resources, and execute
14
timely responses during moments of community urgency; and

15

WHEREAS, Ximena Siguenza Cabrera is a co-author and
16
collaborator on a forthcoming peer-reviewed journal essay on
17
nonprofit leadership and transformational impact as part of
18
the 50th Anniversary Special Issue of Human Service
19
Organizations: Management, Leadership & Governance, scheduled
20
for publication in Autumn 2026; and

21

WHEREAS, Ximena Siguenza Cabrera's leadership is grounded
22
in rigorous academic preparation, having earned a Bachelor of
23
Arts in Political Science and International Relations from the

Centro de Investigacion y Docencia Economicas (CIDE) and

pursued advanced studies at Hankuk University of Foreign

Studies in South Korea, within the School of Social Sciences,

systems; and

WHEREAS, Ximena Siguenza Cabrera continues to demonstrate
8
that effective human services are built not only on compassion
9
but on precision, coordination, education, and strategic
10
advisement at the highest levels of leadership, bridging
11
institutions and communities, policy and practice, and local
12
needs with global perspective; therefore, be it

RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
14
HUNDRED FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
15
we commend Ximena Siguenza Cabrera, Director of Community
16
Engagement & Impact at Rincon Family Services, for her
17
integrity, leadership, and statewide impact, and we thank her
18
for her continued contributions to the health, dignity, and
19
well-being of the people of Illinois; and be it further

20

RESOLVED, That a suitable copy of this resolution be
21
presented to Ximena Siguenza Cabrera as an expression of our

esteem and respect.
