HOUSE RESOLUTION

WHEREAS, Immigration and Customs Enforcement (ICE) and
3
U.S. Customs and Border Patrol (CBP) have received expanded
4
funding to be able to operate until 2029 without further
5
appropriations due to funding that was provided in the One Big
6
Beautiful Bill Act; and

7

WHEREAS, In the event of a funding lapse, ICE and CBP
8
employees are considered "excepted workers" who are required
9
to report to work without pay; and

10

WHEREAS, Our federal government's Department of Homeland
11
Security (DHS) largely remains unfunded due to disagreement on
12
ICE reforms in Congress; and

13

WHEREAS, The partial shutdown of DHS includes ICE, CBP,
14
the U.S. Coast Guard, the Transportation Security
15
Administration (TSA), the Federal Emergency Management Agency
16
(FEMA), the U.S. Citizenship and Immigration Services, the
17
U.S. Secret Service, and the Cybersecurity and Infrastructure
18
Security Agency; and

19

WHEREAS, On Thursday, March 12, 2026, and for the fourth
20
time in as many weeks, Congressional Senate Democrats voted
21
down a $1.2 trillion funding package, H.R. 7147, sent over by

the House of Representatives to fully fund DHS before leaving
2
town for the weekend, ensuring the agency remains shuttered
3
past the one-month mark; and

4

WHEREAS, Congressional Senate Democrats have vowed to
5
block a vote on the government funding bills unless
6
restrictions are placed on ICE and other immigration actions
7
undertaken by the federal government; and

8

WHEREAS, DHS reports that ICE has removed more than 90,000
9
individuals who had been criminally charged beyond their
10
immigration crimes, including hundreds of sex offenders,
11
violent offenders, gang members, and child abusers; and

12

WHEREAS, DHS was crucial in locating over 132,000
13
unaccompanied children that the Biden administration lost due
14
to that administration's unacceptable open border policies;
15
and

16

WHEREAS, The TSA, which is a component of DHS, is
17
essential in protecting millions of Americans every year and
18
shielding us from potential terrorist acts; and

19

WHEREAS, In 2024 alone, the TSA intercepted a total of
20
6,678 firearms at airport security checkpoints, screened over
21
904 million passengers, examined 494 million checked bags, and

inspected over two billion carry-on item; and

WHEREAS, Due to the Congressional Senate Democrats
3
preventing this funding, millions of travelers have
4
experienced long wait times, and around 10% of the TSA's
5
50,000 security officers called out of work on Monday, March
6
18, 2026, with over 300 employees reported quitting
7
altogether; and

8

WHEREAS, A large-scale government shutdown during periods
9
of international uncertainty could be detrimental to the
10
safety of not just the United States but all countries; and

11

WHEREAS, During the previous government shutdown, 1.4
12
million employees were required to work without pay until the
13
government opened back up, reducing consumer spending and
14
damaging the country's fiscal outlook; and

15

WHEREAS, Continued or additional government shutdowns
16
could further damage the economy and put the health and safety
17
of all Americans at risk; and

18

WHEREAS, The men and women employed by DHS who protect
19
this country every day deserve a budget so they can continue to
20
do the vital work that they do on behalf of the citizens of
21
this country; therefore, be it

RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
2
HUNDRED FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
3
we urge Congressional Senate Democrats to support the funding
4
measures proposed by Congressional House Republicans in H.R.
5
7147; and be it further

6

RESOLVED, That suitable copies of this resolution be
7
delivered to all Congressional Senate Democrats.
