HOUSE RESOLUTION
2
WHEREAS, The advent of SoyFoam provides an easily
3
renewable and non-toxic alternative to current foams used for
4
firefighting; and
5
WHEREAS, SoyFoam is a natural product grown in the United
6
States that does not contain per- and polyfluoroalkyl
7
substances (PFAS), which are found in current foams and are
8
hazardous to humans and wildlife, with exposure to PFAS being
9
linked to thousands of cancer diagnoses every year; and
10
WHEREAS, SoyFoam is also free of fluorine, a toxic
11
chemical that can cause pulmonary edema, a potentially deadly
12
condition in humans, and liver and kidney damage in animals
13
upon exposure; and
14
WHEREAS, SoyFoam is capable of extinguishing Class A and
15
Class B fires caused by ordinary combustibles and flammable
16
liquids, as SoyFoam has passed the UL-162 test for
17
effectiveness; and
18
WHEREAS, SoyFoam is also a biodegradable substance, as
19
SoyFoam has been certified as 84% biobased by the U.S.
20
Department of Agriculture and has proven itself in tests by
21
extinguishing jet fuel and gasoline burns; and

WHEREAS, SoyFoam is also compatible with current foam
2
inductors and aerating nozzles used by fire departments,
3
meaning the transition would not require new equipment, and
4
the cost for SoyFoam is also competitive with current fire
5
extinguishing foams; and
6
WHEREAS, In 2025, Illinois was the number one producer of
7
soybeans in the United States; the adoption of SoyFoam would
8
create an increased demand and fixed market for soybeans,
9
which would support Illinois farmers for the foreseeable
10
future; therefore, be it
11
RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
12
HUNDRED FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
13
we urge State Fire Marshal Michele Pankow and local fire
14
departments to replace current foams with the
15
non-carcinogenic, non-toxic, environmentally friendly
16
SoyFoam; and be it further
17
RESOLVED, That suitable copies of this resolution be
18
delivered to Illinois State Fire Marshal Michele Pankow for
19
distribution to fire chiefs across the State of Illinois.
