HOUSE RESOLUTION
2
WHEREAS, Americans lose billions of dollars each year to
3
fraud, with older adults disproportionately affected, making
4
prevention, education, and strong consumer protections more
5
important than ever; and
6
WHEREAS, The Federal Trade Commission (FTC) estimates
7
fraud losses in 2024 were as high as $196 billion nationwide,
8
with up to $81.5 billion stolen from older adults; and
9
WHEREAS, Illinoisans reported $280 million fraud losses in
10
2025, according to the FTC; and
11
WHEREAS, Older adults who experience fraud have a
12
life-changing amount of money stolen from them, $83,000, four
13
times that of the average across all ages; and
14
WHEREAS, Older adults are often affected by fraud when
15
they are no longer working or already financially strained and
16
unable to recover the money that was stolen; and
17
WHEREAS, Public awareness and education are critical in
18
helping consumers recognize the common red flags of scams and
19
in keeping them informed about emerging fraud trends; and

WHEREAS, Our communities, which include non-profit
2
organizations, law enforcement, and public officials, are
3
working to strengthen consumer protections, provide victim
4
support, and advocate for stronger measures to prevent and
5
prosecute fraud at the local, state, and federal levels;
6
therefore, be it
7
RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
8
HUNDRED FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
9
we declare April 2026 as Fraud Prevention Month in the State of
10
Illinois and encourage all Illinoisans to learn the red flags
11
of scams and to support community and advocacy efforts that
12
help prevent scams, protect consumers, and assist fraud
13
victims; and be it further
14
RESOLVED, That preventing fraud is a shared
15
responsibility, and increasing awareness during Fraud
16
Prevention Month empowers all Illinoisans, especially older
17
adults, to protect themselves, their families, and their
18
financial security.
