HOUSE RESOLUTION

2

WHEREAS, The State of Illinois established a sister-state
3
relationship with Taiwan, the Republic of China (ROC), in
4
1992; since then, Illinois and Taiwan have enjoyed strong
5
bilateral trade, educational and cultural exchanges, and
6
tourism; and

7

WHEREAS, Taiwan shares the same values of freedom,
8
democracy, human rights, the rule of law, peace, and
9
prosperity with the United States and the State of Illinois;
10
this year marks the 250th anniversary of the founding of the
11
U.S. as well as the 30th anniversary of Taiwan's first direct
12
presidential election; and

13

WHEREAS, The U.S. ranks as Taiwan's second-largest trading
14
partner, and Taiwan is the seventh-largest trading partner of
15
the U.S., ranking higher than the United Kingdom, India, and
16
Australia; bilateral trade between the U.S. and Taiwan reached
17
more than $185 billion in 2024, and Taiwan is the 12th-largest
18
export market for U.S. goods; since 2019, Taiwan-affiliated
19
firms' investments in the U.S. have nearly doubled to $99.5
20
billion, and the trade and investment with Taiwan have
21
supported 387,000 well-paid American jobs in the U.S.; and

22

WHEREAS, Taiwan imported $3.8 billion worth of U.S. farm

products in 2024, making it the eighth-largest market for U.S.
2
agricultural products overall; with its high quality
3
agricultural produce, the U.S. remains one of Taiwan's largest
4
sources of agricultural products; in September 2025, Taiwan
5
made commitments to purchase up to $10 billion worth of U.S.
6
soybeans, corn, wheat, and beef in the coming four years, much
7
of which will come from the State of Illinois; and

8

WHEREAS, Taiwan and the State of Illinois have enjoyed a
9
long and mutually beneficial relationship with the prospect of
10
future growth; Taiwan was Illinois' seventh-largest export
11
market in Asia and 18th-largest export market globally in
12
2024, with $807 million worth of Illinois goods being exported
13
to the country, marking 6.5% growth from the previous year,
14
and a $68 million investment from Taiwan to the State of
15
Illinois with an unprecedented one-third of the growth from
16
the previous year; trade and investment from Taiwan supports
17
up to 5,600 quality jobs in Illinois, and up to 46
18
Taiwan-affiliated companies currently operate or have expanded
19
in Illinois; and

20

WHEREAS, To strengthen the Taiwan-Illinois bilateral
21
economic relationship, it is essential to support Illinois
22
businesses in enhancing their economic engagement with Taiwan
23
based on the 1979 Taiwan Relations Act (TRA) Public Law 96-8,
24
22 U.S.C. 3301; Section 4, Subsection b of the TRA stipulates

that "Whenever the laws of the United States refer or relate to
2
foreign countries ... such terms shall include and such laws
3
shall apply with respect to Taiwan"; it is legitimate for
4
Illinois businesses to refer to Taiwan as "Taiwan" in
5
conducting their business ties with the country, and the 2025
6
Congressional Taiwan Assurance Implementation Act further
7
encourages U.S. officials to engage with Taiwan
8
representatives and to travel to Taiwan; and

9

WHEREAS, Negotiations for a Bilateral Trade Agreement
10
(BTA) and the Avoidance of Double Taxation Agreement (ADTA)
11
between Taiwan and the U.S. are important steps toward further
12
strengthening bilateral trade between our countries, thereby
13
increasing Illinois' exports to Taiwan and creating bilateral
14
investment and technical collaboration through tariff
15
reduction and other trade facilitation measures; and

16

WHEREAS, Taiwan has undertaken a policy of integrated
17
diplomacy, values-added diplomacy, and allied diplomacy in its
18
international relations; Taiwan is capable of fulfilling its
19
responsibilities and collaborating with the world to deal with
20
challenges, including international crime, aviation safety,
21
climate change, humanitarian aid, and medical assistance; and

22

WHEREAS, The United Nations General Assembly (UNGA) passed
23
Resolution 2758 in 1971 to include representatives of the

People's Republic of China (PRC), but the resolution was never
2
intended to address Taiwan's ultimate political status and did
3
not preclude Taiwan's meaningful participation in the UN
4
system on its own merit; therefore, be it

5

RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
6
HUNDRED FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
7
we reaffirm our commitment to the strengthening and deepening
8
of the sister-state relationship between the State of Illinois
9
and Taiwan, the Republic of China (ROC); and be it further

10

RESOLVED, That we reaffirm our support for the Taiwan
11
Relations Act (TRA) and support Illinois businesses referring
12
to Taiwan as "Taiwan"; and be it further

13

RESOLVED, That we endorse Taiwan's efforts to secure the
14
signing of a Bilateral Trade Agreement (BTA) and the Avoidance
15
of Double Taxation Agreement (ADTA) with the United States,
16
and we support the further strengthening of a closer economic
17
and trade partnership between the State of Illinois and Taiwan
18
with multiple possible approaches, including signing an
19
economic and trade memorandum of understanding, exploring the
20
possibility of establishing an Illinois Office in Taiwan, and
21
sending Illinois high-level officials to visit Taiwan without
22
being threatened by any adversary forces; and be it further

RESOLVED, That we support Taiwan's meaningful
2
participation in international organizations, including the
3
United Nations (UN), the World Health Organization (WHO), the
4
International Civil Aviation Organization (ICAO), the United
5
Nations Framework Convention on Climate Change (UNFCCC), and
6
the International Criminal Police Organization (INTERPOL),
7
which impact the well-being of the peoples of Taiwan, the
8
State of Illinois, the U.S., and the world; and be it further

9

RESOLVED, That we oppose any distortion or misuse of UNGA
10
Resolution 2758 to attempt to deny Taiwan's aspiration to make
11
contributions in international societies; and be it further

12

RESOLVED, That suitable copies of this resolution be
13
delivered to members of the Illinois Congressional Delegation
14
and the Taipei Economic and Cultural Office in Chicago.
