HOUSE RESOLUTION

WHEREAS, Jesus G. "Chuy" Garcia, a dedicated public
3
servant, community organizer, and administrator, has served
4
the people of Chicago, the State of Illinois, and the United
5
States with distinction throughout his storied career; and

6

WHEREAS, Mr. Garcia, who was born in Durango, Mexico and
7
arrived in Chicago at the age of nine, has remained
8
steadfastly focused on immigrant access, neighborhood equity,
9
public services, and working-class representation; and

10

WHEREAS, Mr. Garcia's extensive career in public office
11
includes serving as Chicago Alderperson for the 22nd Ward, an
12
Illinois State Senator, a Cook County Commissioner, and a U.S.
13
Representative; and

14

WHEREAS, Mr. Garcia was the first Mexican American
15
alderperson of Chicago's Little Village, where he helped
16
strengthen progressive governance, championed immigrant access
17
to city services, and commissioned the iconic Little Village
18
Arch; and

19

WHEREAS, Mr. Garcia authored the landmark Language
20
Assistance Services Act of 1993 during his time as the first
21
Mexican American Illinois State Senator, making language

access in hospitals and long-term care facilities a legal
2
obligation and thereby improving patient safety and setting a
3
precedent for language access as a core public service; and

4

WHEREAS, Mr. Garcia worked as an administrator for
5
non-profit and philanthropic organizations during his tenure
6
as a public official, notably founding the Little Village
7
Community Development Corporation, now Enlace Chicago, which
8
began as a one-person startup and became a major entity
9
advocating for community schools and providing after-school
10
programs and anti-violence work; and

11

WHEREAS, Mr. Garcia served as floor leader while on the
12
Cook County Board of Commissioners, successfully pushing for
13
the end of county cooperation with the United States
14
Immigration and Customs Enforcement (ICE) in a policy that
15
became a national model as well as championing minimum wage
16
increases and paid sick leave; and

17

WHEREAS, As a U.S. Representative, Mr. Garcia was elected
18
Whip of the Congressional Progressive Caucus, appointed vice
19
chair of the Natural Resources Committee, and secured
20
significant federal funding for community projects and
21
statewide infrastructure and public transportation
22
initiatives, continuing his focus on civil rights, economic
23
opportunity, consumer protection, and immigration reform; and

WHEREAS, Mr. Garcia's career has been defined by his
2
ability to identify practical points of vulnerability and
3
address them through consistent, community-based policy
4
throughout his decades of service; therefore, be it

5

RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
6
HUNDRED FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
7
we commend Jesus G. "Chuy" Garcia for his lifetime of
8
dedicated public service to the State of Illinois and the
9
nation, commend him for his enduring legacy of strengthening
10
representation for immigrant and working-class communities,
11
and congratulate him on his retirement from public service,
12
effective January 2027; and be it further

13

RESOLVED, That a suitable copy of this resolution be
14
presented to Mr. Garcia as a symbol of our respect and esteem.
