HOUSE RESOLUTION
2
WHEREAS, The members of the Illinois House of
3
Representatives wish to congratulate Chief Phil Arnold of the
4
Shorewood Police Department on being named the 2026 Police
5
Chief of the Year by the Illinois Association of Chiefs of
6
Police (ILACP); and
7
WHEREAS, The Illinois Association of Chiefs of Police,
8
established in 1941, serves as the "Voice of Professional Law
9
Enforcement" in Illinois, representing more than 1,400 members
10
and promoting professionalism through innovative services and
11
training; and
12
WHEREAS, The Police Chief of the Year Award, established
13
in 2015, is a prestigious honor reserved for those who have
14
made significant contributions to their communities, their
15
departments, the law enforcement profession, and the
16
association; and
17
WHEREAS, Chief Arnold's distinguished career in law
18
enforcement spans four decades, beginning with the Harvey
19
Police Department in 1986 and followed by service as a
20
sergeant with the East Hazel Crest Police Department, a
21
commander in Harvey, and chief of police for the Thornton
22
Police Department in 1999; and

WHEREAS, Chief Arnold's extensive experience includes
2
serving as deputy police chief for Amtrak and as chief of
3
police in Wilmington before becoming only the fourth police
4
chief in the history of the Shorewood Police Department; and
5
WHEREAS, Chief Arnold has been a pillar of the Shorewood
6
community, as a resident prior to being named chief and now as
7
chief, bringing a wealth of experience and a fresh perspective
8
to an already storied department, while maintaining a deep
9
respect for the responsibility of leading his agency; and
10
WHEREAS, Chief Arnold has the respect of his colleagues at
11
the Shorewood Police Department and the broader law
12
enforcement community for his unwavering dedication, passion,
13
and the powerful example he sets through his professional
14
service; and
15
WHEREAS, Chief Arnold will be formally honored for his
16
outstanding achievements at the ILACP Awards Banquet on May 1,
17
2026 in Springfield; therefore, be it
18
RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
19
HUNDRED FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
20
we congratulate Chief Phil Arnold on being named the 2026
21
ILACP Police Chief of the Year, thank him for his many years of

dedicated service to the State of Illinois, and wish him
2
continued success in all his future endeavors; and be it
3
further
4
RESOLVED, That a suitable copy of this resolution be
5
presented to Chief Phil Arnold as an expression of our esteem
