HOUSE RESOLUTION
2
WHEREAS, The members of the Illinois House of
3
Representatives wish to congratulate Gregg S. Humphrey on the
4
occasion of his retirement from the Sangamon County Water
5
Reclamation District after decades of distinguished service in
6
engineering, public infrastructure, and wastewater management;
7
and
8
WHEREAS, Gregg Humphrey has dedicated his professional
9
career to advancing public works, infrastructure development,
10
and environmental stewardship throughout Illinois and beyond;
11
and
12
WHEREAS, Gregg Humphrey earned an Associate of Applied
13
Science from Lincoln Land Community College in May 1983, an
14
Associate of Science from Lincoln Land Community College in
15
July 1984, a Bachelor of Science in Civil Engineering from
16
Bradley University in May 1986, graduating magna cum laude,
17
and a Master of Science in Civil Engineering from Bradley
18
University in December 1986; and
19
WHEREAS, Throughout his accomplished career, Gregg
20
Humphrey attained numerous professional licenses and
21
certifications, including Professional Engineer licenses in
22
Illinois, Indiana, Missouri, Alabama, Wisconsin, Georgia, and

New Hampshire, Structural Engineer licensure in Georgia,
2
Professional Land Surveyor licensure in Illinois, a Class 1
3
Illinois Environmental Protection Agency Wastewater Operator
4
License, and certifications as a Residential Building
5
Inspector and Property Maintenance and Housing Inspector
6
through the International Code Council; and
7
WHEREAS, Gregg Humphrey began his professional career with
8
William J. Murray & Associates, where he worked on airport
9
planning, design, environmental assessments, and construction
10
observation projects throughout the region; and
11
WHEREAS, Gregg Humphrey later served as president of
12
Greene & Bradford, Inc. of Springfield from 1989 through 2002,
13
overseeing a wide range of civil engineering and land
14
surveying projects, including subdivisions, roadway systems,
15
sanitary and storm sewer infrastructure, wastewater treatment
16
facilities, water treatment plants, and utility systems, while
17
also coordinating extensively with governmental agencies and
18
managing grants and development initiatives; and
19
WHEREAS, Gregg Humphrey further demonstrated his
20
leadership and operational expertise while serving as business
21
operations manager for Haven Properties, Inc., where he
22
oversaw land acquisition, development operations, information
23
technology, human resources, and financial management; and

WHEREAS, Gregg Humphrey also served as president and
2
co-owner of Schaefer Code Services Corporation, specializing
3
in forensic investigations involving building code issues; and
4
WHEREAS, Gregg Humphrey joined the Sangamon County Water
5
Reclamation District in May 2006, faithfully serving the
6
District as director for 20 years and later as senior
7
director, overseeing critical infrastructure improvements,
8
including the complete renovation of the District's two
9
wastewater treatment plants, management of 30 pump stations,
10
and operation of the District's collector and trunk sewer
11
systems; and
12
WHEREAS, Under Gregg Humphrey's leadership, the Sangamon
13
County Water Reclamation District continued to provide
14
essential wastewater services to approximately 152,000
15
residents throughout Springfield, Chatham, Rochester, Sherman,
16
Leland Grove, Southern View, Grandview, Jerome, Curran, and
17
surrounding unincorporated communities; and
18
WHEREAS, Gregg Humphrey has remained actively engaged in
19
his profession through membership in numerous organizations,
20
including the American Society of Civil Engineers, the
21
National Society of Professional Engineers, the Engineering
22
Society of Illinois, the National Council of Examiners for

Engineering and Surveying, the Illinois Professional Land
2
Surveyors Association, and the Illinois Association of
3
Wastewater Agencies; and
4
WHEREAS, Gregg Humphrey's professionalism, technical
5
expertise, integrity, and dedication to public service have
6
left a lasting impact on Sangamon County and the State of
7
Illinois; therefore, be it
8
RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
9
HUNDRED FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
10
we congratulate Gregg S. Humphrey on his retirement from the
11
Sangamon County Water Reclamation District, thank him for his
12
many years of exceptional service, and wish him continued
13
health, happiness, and success in all his future endeavors;
14
and be it further
15
RESOLVED, That a suitable copy of this resolution be
16
presented to Gregg Humphrey as an expression of our respect
17
and appreciation.
