HOUSE RESOLUTION
2
WHEREAS, The property tax system has produced systemic
3
inequities that disproportionately burden communities through
4
regressive assessment practices, thereby imposing higher
5
effective tax rates on those with the least wealth; and
6
WHEREAS, These inequities contribute to a documented
7
"financial death spiral", characterized by rising tax burdens,
8
forced out-migration, declining property values, and the
9
erosion of community wealth and stability; and
10
WHEREAS, Exploitative tax sale practices, including
11
provisions that allow private investors to extract profits
12
from delinquent taxes while shifting risk back to the public,
13
drain resources from schools and local governments while
14
destabilizing vulnerable communities; and
15
WHEREAS, The reliance on local property taxes as the
16
primary funding source for public education perpetuates
17
structural inequality, effectively tying the quality of a
18
child's education to neighborhood wealth rather than
19
guaranteeing equal protection under the law; and
20
WHEREAS, This system undermines the ability of families to
21
build and preserve generational wealth through homeownership,
