HOUSE RESOLUTION

WHEREAS, The members of the Illinois House of
3
Representatives wish to commend the John Howard Association
4
(JHA) on 125 years of dedicated service; and

5

WHEREAS, JHA was founded as the Central Howard Association
6
in Chicago on December 10, 1901, and the organization adopted
7
the name John Howard Association in 1946; and

8

WHEREAS, JHA is the only organization in Illinois that
9
provides independent, citizen-led correctional oversight, an
10
essential function for increasing transparency, understanding
11
the realities of the prison system, and advancing meaningful
12
reform; and

13

WHEREAS, JHA is committed to upholding the dignity and
14
humanity of people incarcerated in Illinois, and the
15
association is grounded in the belief that every individual
16
deserves respect regardless of legal status or personal
17
characteristics; and

18

WHEREAS, JHA recognizes that the lived experiences of
19
incarcerated individuals and correctional staff are vital to
20
shaping effective and informed policy; and

WHEREAS, Through JHA's direct observation and
2
documentation of conditions inside Illinois prisons, the
3
organization identifies issues and information that might
4
otherwise remain unseen, strengthening accountability and
5
guiding advocacy efforts; and

6

WHEREAS, JHA remains dedicated to the vision of a
7
correctional system that is equitable, reduces harm, and
8
honors the humanity of all people; therefore, be it

9

RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
10
HUNDRED FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
11
we commend and congratulate the John Howard Association (JHA)
12
on 125 years of service, and we express gratitude for the
13
association's steadfast work on behalf of incarcerated
14
individuals, their families and support networks, and
15
communities throughout Illinois.
