HOUSE RESOLUTION

WHEREAS, The members of the Illinois House of
3
Representatives wish to congratulate the Veterans Assistance
4
Commission of Lake County (VACLC) on 100 years of dedicated
5
service to local veterans and their families, having been
6
founded on its traditionally acknowledged opening date of May
7
27, 1926; and

8

WHEREAS, The VACLC was established to serve as the central
9
service office for all veterans and their families residing
10
within Lake County; and

11

WHEREAS, The foundational mission of the VACLC is "to
12
promote the welfare of honorably discharged Veterans of
13
military service through maximizing all possible benefits
14
through effective and dynamic advocacy and by serving as a
15
central service office for all Veterans residing in the county
16
of Lake"; and

17

WHEREAS, Throughout its century of operation, the VACLC
18
has faithfully served veterans from all eras and conflicts,
19
including heroes of World War II, the Korean War, Vietnam,
20
Desert Storm, Operation Enduring Freedom, Operation Iraqi
21
Freedom, and more; and

WHEREAS, Under the leadership of its professional staff,
2
including the superintendent, assistant superintendent,
3
executive assistant, senior veteran service officers, veteran
4
service officers in charge, veteran service officers, and
5
administrative assistants, the VACLC has dynamic oversight,
6
with the superintendent managing the organization and an
7
executive board of nine local veteran leaders performing
8
oversight for short-term and long-term operations; and

9

WHEREAS, The VACLC's general membership is uniquely
10
composed of dedicated veteran delegates and alternates from
11
diverse local veteran service organizations, including
12
Veterans of Foreign Wars (VFW), American Legion (AML),
13
Disabled American Veterans (DAV), American Veterans (AMVETS),
14
and Military Officers Association of America (MOAA), who meet
15
quarterly to coordinate legislative advocacy, representation,
16
budgeting, and staffing; and

17

WHEREAS, The VACLC offers comprehensive, expert, and
18
entirely pro bono advocacy and assistance to ensure that
19
veterans and their families are never charged a fee for vital
20
services, including disability compensation claims, pensions,
21
burial benefits, and survivor's benefits; and

22

WHEREAS, Superintendent Andrew Tangen, a licensed
23
attorney, provides representation for wrongfully adjudicated

claims in higher appellate courts, such as the Court of
2
Appeals for Veterans Claims and the Court of Appeals for the
3
Federal Circuit; and

4

WHEREAS, The VACLC actively partners with Lake County
5
government and local townships to provide life-changing
6
emergency financial assistance for utilities, mortgage
7
payments, and emergency shelter while also overseeing a
8
not-for-profit fund fueled by generous donations to secure
9
adaptive vehicles, execute specific home repairs, and foster
10
community partnerships; and

11

WHEREAS, Following critical modernization and strategic
12
turning points initiated in 2017 and 2019, a new generation of
13
veteran service officers joined the team, successfully
14
implementing sweeping updates to traditional claims processes
15
and positioning the VACLC as a modern, forward-looking beacon
16
of advocacy; and

17

WHEREAS, To ensure that the solemnity and remembrance of
18
Memorial Day remain entirely undiminished, the VACLC will host
19
its formal 100th-anniversary celebration on June 27, 2026;
20
therefore, be it

21

RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
22
HUNDRED FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that

we congratulate the Veterans Assistance Commission of Lake
2
County (VACLC) on the momentous occasion of its 100th
3
anniversary, commend its staff, board, and delegates for a
4
century of unwavering advocacy, and extend our deepest
5
gratitude for its tireless service to the veteran community of
6
Lake County; and be it further

7

RESOLVED, That a suitable copy of this resolution be
8
presented to the superintendent and executive board of the
9
VACLC as symbol of our esteem and respect.
