HOUSE RESOLUTION
2
WHEREAS, The members of the Illinois House of
3
Representatives wish to commend Dr. Ronald "Ron" Perlman for
4
his extraordinary lifetime of leadership, advocacy,
5
mentorship, educational service, and enduring contributions to
6
the people and communities of the State of Illinois; and
7
WHEREAS, Dr. Perlman is the founder and retired president
8
of The Center: Resources for Teaching and Learning, an
9
institution that, under his visionary leadership, became one
10
of Illinois' leading organizations dedicated to educator
11
professional development, bilingual education, multilingual
12
learning, family engagement, and statewide professional
13
advancement; and
14
WHEREAS, Dr. Perlman has faithfully led The Center for 53
15
years until his retirement as president on June 30, 2025,
16
dedicating his professional life to strengthening educational
17
systems and expanding opportunities for educators, students,
18
and families throughout the State of Illinois; and
19
WHEREAS, Dr. Perlman, through his advocacy, leadership,
20
and direct work in educational policy, has helped shape and
21
strengthen Illinois' educational landscape, particularly in
22
the areas of bilingual education, multicultural learning,

English language learner support, language access, educational
2
equity, and educator training; and
3
WHEREAS, Dr. Perlman is widely recognized for his
4
involvement in developing the original Transitional Bilingual
5
Education (TBE) Act in the mid-1970s and helping shape
6
bilingual education policy across the State; and
7
WHEREAS, Dr. Perlman dedicated his career to building the
8
infrastructure required to make the Transitional Bilingual
9
Education Act successful; and
10
WHEREAS, Dr. Perlman was instrumental in developing and
11
leading several of Illinois' most recognized and impactful
12
educational conferences and statewide learning initiatives,
13
including the Illinois Legislative Latino Caucus Foundation
14
Conference, the English as a Second Language Conference, the
15
Bilingual Parent Conference, and The Every Student Succeeds
16
Act (ESSA) Conference, all of which strengthened professional
17
learning, family engagement, advocacy, and educational
18
collaboration across the State of Illinois; and
19
WHEREAS, Dr. Perlman, through these conferences,
20
trainings, partnerships, and statewide initiatives, created
21
spaces where educators, administrators, policymakers, parents,
22
and community leaders could come together to advance

educational opportunity, strengthen communities, and improve
2
outcomes for future generations; and
3
WHEREAS, Dr. Perlman served as a mentor, advisor, and
4
source of inspiration to hundreds of educators,
5
administrators, and educational leaders throughout Illinois,
6
many of whom continue to carry forward his enduring commitment
7
to educational excellence, leadership, and public service; and
8
WHEREAS, Dr. Perlman's leadership reflected a profound
9
belief that education is one of the most transformative forces
10
in society and that investing in educators, families, and
11
communities strengthens not only schools but also the future
12
of the State of Illinois itself; and
13
WHEREAS, Dr. Perlman, throughout his distinguished life
14
and career, has exemplified integrity, compassion,
15
professionalism, humility, collaboration, and an unwavering
16
dedication to educational advancement and public service; and
17
WHEREAS, Dr. Perlman, beyond his extraordinary
18
professional accomplishments, has shared a life grounded in
19
love, partnership, and family alongside his beloved wife,
20
Lori, whose support and companionship have been an enduring
21
part of his remarkable journey of leadership and service; and

WHEREAS, Dr. Perlman's legacy continues through the
2
institution he founded, the educational systems he helped
3
strengthen, the policies he helped influence, the leaders he
4
mentored, and the countless educators, students, families, and
5
communities whose lives have been positively transformed
6
through his vision and commitment; therefore, be it
7
RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
8
HUNDRED FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
9
we commend Dr. Ronald "Ron" Perlman for his extraordinary
10
lifetime of leadership, advocacy, mentorship, educational
11
service, and enduring contributions to the people and
12
communities of the State of Illinois; and be it further
13
RESOLVED, That we thank Dr. Perlman for his lasting impact
14
on generations of educators, administrators, students,
15
families, and community leaders across the State of Illinois;
16
and be it further
17
RESOLVED, That a suitable copy of this resolution be
18
presented Dr. Perlman as an expression of our esteem and
19
respect.
