HOUSE RESOLUTION

WHEREAS, The members of the Illinois House of
3
Representatives are saddened to learn of the death of Charles
4
Homer "Charlie" Bair III, who passed away on April 26, 2026;
5
and

6

WHEREAS, Charlie Bair was born on September 2, 1942; he
7
earned his Bachelor of Business Administration from the
8
University of Cincinnati and his Master of Business
9
Administration from Xavier; and

10

WHEREAS, Charlie Bair served as president and CEO of
11
hospitals across Ohio, turning insolvencies into surpluses,
12
merging struggling community hospitals into what became one of
13
the most comprehensive rural health systems in the country,
14
and developing programs in psychiatric care, rehabilitation,
15
and chronic illness that served people who had almost nowhere
16
else to turn; additionally, he founded one of the only
17
successful hospital-owned health insurance companies in the
18
United States, and his contributions were recognized with a
19
special commendation from the Joint Commission on
20
Accreditation of Healthcare Organizations Board of Governors;
21
and

WHEREAS, Charlie Bair moved to Carthage after nearly four

decades in medical administration and taught ethics at Carl
2
Sandburg College; he also worked as a community and economic
3
development educator through the University of Illinois
4
Extension and served as executive director of the Western
5
Illinois Economic Development; he opened Lilly's Frozen Yogurt &
6
Fudge in downtown Carthage as a way to create a space of
7
community and joy, and the project blossomed; and

8

WHEREAS, Charlie Bair was a curious man, genuinely
9
interested in people and ideas; he was a great but wandering
10
storyteller and delighted in new projects and new ideas; he
11
made every community that he was a part of better; he will be
12
especially remembered for his humor, his kindness, and his
13
ability to meet people exactly where they were; and

14

WHEREAS, Charlie Bair is survived by his wife, Ada Bair;
15
his sister, Barbara Heighton, and her husband, Dr. Doug
16
Heighton, and his children and their families, Ben Bair, his
17
wife, Evelyn, and their children, Ellie and Portia, Jon Rowe,
18
his wife, Ina, and their children, Samantha, Jonathan, and
19
McKenzie, Alisha Zimmerman, and her husband, Jayson Edge, and
20
their children, Michael, Marcus, and Marisa, and Andrea
21
Zimmerman, and her husband, Alan Van Wyk; and his
22
great-grandchildren, Michael and Brittany; therefore, be it

23

RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE

HUNDRED FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that

we mourn the passing of Charles Homer "Charlie" Bair III and
3
extend our sincere condolences to his family, friends, and all
4
who knew and loved him; and be it further

5

RESOLVED, That a suitable copy of this resolution be
6
presented to the family of Charlie Bair as a symbol of deepest
7
sympathy.
