HOUSE RESOLUTION
2
WHEREAS, Domestic violence is a pervasive and devastating
3
crisis that impacts individuals across all demographics, but
4
its intersection with systemic racism and misogyny creates
5
unique, disproportionate, and heightened dangers for Black
6
women; and
7
WHEREAS, Black women face significantly higher rates of
8
domestic abuse, psychological aggression, and intimate partner
9
violence that are often compounded by historical inequities,
10
societal neglect, and a lack of culturally competent support
11
systems; and
12
WHEREAS, The safety and well-being of Black women are
13
continuously undermined by a continuous spectrum of harm,
14
ranging from pervasive microaggressions and daily
15
interpersonal aggressions to overt physical and fatal
16
violence; and
17
WHEREAS, Black women who achieve high levels of education
18
and professional success are not immune to these harms, and
19
they are frequently targeted with distinct forms of
20
aggression, resentment, and hostile actions aimed at
21
undermining their achievements, autonomy, and security; and

WHEREAS, Economic independence is one of the most critical
2
avenues for individuals to escape abusive domestic situations,
3
yet Black women face persistent discrimination, systemic
4
barriers, and professional attacks within business and
5
employment sectors that jeopardize their financial stability
6
and safety; and
7
WHEREAS, Eradicating the scourge of domestic violence
8
requires proactive, systemic intervention at every level of
9
society, particularly within educational institutions where
10
foundational attitudes regarding relationships, respect, and
11
equality are formed; therefore, be it
12
RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
13
HUNDRED FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
14
we unequivocally condemn all forms of microaggressions,
15
interpersonal aggressions, and physical violence that
16
contribute to domestic violence perpetrated against Black
17
women in the State of Illinois.
