SYNOPSIS AS INTRODUCED:
5 ILCS 420/3-203
from Ch. 127, par. 603-203
Amends the Illinois Governmental Ethics Act. Provides that when a
legislator chooses to take official action on a matter despite the
existence of a conflict situation, he or she shall (in addition to serving
the public interest) also disclose that he or she is taking official action
by filing a statement with the Clerk of the House of Representatives or the
Secretary of the Senate. Provides that the statement filed with the Clerk
of the House of Representatives or the Secretary of the Senate shall be
made a part of the official record of the legislation and posted on the
Illinois General Assembly website with other documents related to the
legislative matter at issue. Effective immediately.

AN ACT concerning government.

Be it enacted by the People of the State of Illinois,

represented in the General Assembly:

Section 5.
The Illinois Governmental Ethics Act is amended
5
by changing Section 3-203 as follows:

(5 ILCS 420/3-203)
(from Ch. 127, par. 603-203)

Sec. 3-203.
When, despite the existence of a conflict
8
situation, a legislator chooses to take official action on a
9
matter, he
or she
should serve the public interest, and not the
10
interest of any person.
The legislator shall also disclose
11
that he or she is taking official action by filing a statement
12
with the Clerk of the House of Representatives or the
13
Secretary of the Senate, as applicable, stating that the
14
legislator has a conflict regarding the specified legislative
15
matter and that the legislator is voting in the public
16
interest. Any statement filed with the Clerk of the House of
17
Representatives or the Secretary of the Senate under this
18
Section shall be made a part of the official record of the
19
legislation and posted on the Illinois General Assembly
20
website with other documents related to the legislative matter
21
at issue.

Section 99.
Effective date.
This Act takes effect upon

becoming law.
