SYNOPSIS AS INTRODUCED:

5 ILCS 430/5-40

Amends the State Officials and Employees Ethics Act. Provides that no
executive branch constitutional officer, candidate for an executive branch
constitutional office, member of the General Assembly, candidate for the
General Assembly, any political caucus of the General Assembly, or any
political committee on behalf of any of the foregoing may hold a political
fundraising function on any day immediately after a day in which the
legislature is in session. Further provides that this restriction does not
apply to a political fundraising function scheduled at least 14 days in
advance of a day the legislature is in special session or the day
immediately prior to or after a day the legislature is in special session.
Effective immediately.

AN ACT concerning government.

Be it enacted by the People of the State of Illinois,

represented in the General Assembly:

Section 5.
The State Officials and Employees Ethics Act is
5
amended by changing Section 5-40 as follows:

(5 ILCS 430/5-40)

Sec. 5-40.
Fundraising during session.
Except as provided
8
in this Section, any executive branch constitutional officer,
9
any candidate for an executive branch constitutional office,
10
any member of the General Assembly, any candidate for the
11
General Assembly, any political caucus of the General
12
Assembly, or any political committee on behalf of any of the
13
foregoing may not hold a political fundraising function on any
14
day the legislature is in session or the day immediately prior
15
to
or after
such day. This Section does not apply to a
16
political fundraising function scheduled at least 14 days in
17
advance of a day the legislature is in special session or the
18
day immediately prior to
or after
such day. For purposes of
19
this Section, the legislature is not considered to be in
20
session on a day that is solely a perfunctory session day or on
21
a day when only a committee is meeting.
