SYNOPSIS AS INTRODUCED:
105 ILCS 5/3-14.32 new
Amends the School Code. Provides that the regional superintendent of
schools for Regional Office of Education 19, the regional superintendent
of schools for Regional Office of Education 31, and the regional
superintendent of schools for Regional Office of Education 56 shall
jointly conduct a comprehensive study evaluating the feasibility of
reorganizing school districts within their educational service regions
into unit school districts. Sets forth the components and requirements of
the study.

AN ACT concerning education.

Be it enacted by the People of the State of Illinois,
3
represented in the General Assembly:

Section 5.
The School Code is amended by adding Section
5
3-14.32 as follows:

(105 ILCS 5/3-14.32 new)
7
Sec. 3-14.32.
Feasibility of reorganizing school districts
8
in DuPage, Kane, and Will Counties.
9
(a) The regional superintendent of schools for Regional
10
Office of Education 19, the regional superintendent of schools
11
for Regional Office of Education 31, and the regional
12
superintendent of schools for Regional Office of Education 56
13
shall jointly conduct a comprehensive study evaluating the
14
feasibility of reorganizing school districts within their
15
educational service regions into unit school districts.
16
(b) The study shall include, but is not limited to, the
17
following components:
18
(1) the feasibility of reorganizing school districts
19
within their educational service regions into unit school
20
districts;
21
(2) the estimated costs associated with
22
reorganization, including administrative, legal,
23
transition, and operational costs;

(3) the projected long-term cost savings, including
2
reductions in administrative spending and the duplication
3
of services and other efficiencies that may result from
4
reorganization;
5
(4) an analysis of student population size, including
6
identification of the maximum student enrollment per unit
7
school district that can be achieved without adversely
8
impacting educational outcomes, access to services, or
9
instructional quality; and
10
(5) administrative and governance implications,
11
including recommended organizational structures, staffing
12
models, and transition steps.
13
(c) In conducting the study, the regional superintendents
14
of schools shall:
15
(1) consult with school boards, administrators,
16
educators, and other stakeholders within the affected
17
educational service regions; and
18
(2) consider prior reorganization studies and best
19
practices from other educational service regions in this
20
State and comparable states.
