SYNOPSIS AS INTRODUCED:

20 ILCS 1305/1-53 new
30 ILCS 105/5.1038 new

Amends the Department of Human Services Act and the State Finance Act.
Creates the Operation Midway Blitz Recovery Fund, a special fund in the
State treasury, to receive and disburse funds to community-based
organizations to provide mental health services and mobilize rapid
response networks for Illinois residents affected by immigration
enforcement activities. Provides for the transfer of $10,000,000 from the
General Revenue Fund to the Operation Midway Blitz Recovery Fund on July 1,
2026 and on July 1, 2027. Effective July 1, 2026.

AN ACT concerning State government.

Be it enacted by the People of the State of Illinois,

represented in the General Assembly:

Section 5.
The Department of Human Services Act is amended
5
by adding Section 1-53 as follows:

(20 ILCS 1305/1-53 new)
7

Sec. 1-53.
Operation Midway Blitz Recovery Fund.
8

(a) The Operation Midway Blitz Recovery Fund is created as
9
a special fund in the State treasury.

10

(b) The Fund is created for the purpose of receiving and
11
disbursing moneys in accordance with this Section.
12
Disbursements from the Fund shall be made as directed by the
13
Secretary to community-based organizations to provide mental
14
health services and mobilize rapid response networks for
15
Illinois residents affected by immigration enforcement
16
activities and for no other purpose.

(c) On July 1, 2026, or as soon thereafter as practicable,
18
the State Comptroller shall direct and the State Treasurer
19
shall transfer the sum of $10,000,000 from the General Revenue
20
Fund to the Operation Midway Blitz Recovery Fund.

On July 1, 2027, or as soon thereafter as practicable, the
22
State Comptroller shall direct and the State Treasurer shall
23
transfer the sum of $10,000,000 from the General Revenue Fund

(d) All moneys in the Operation Midway Blitz Recovery Fund

shall be used for the purposes specified in this Section and

for no other purpose.

Section 10.
The State Finance Act is amended by adding

Section 5.1038 as follows:

Sec. 5.1038.

Section 99.
Effective date.
This Act takes effect July 1,

2026.
