SYNOPSIS AS INTRODUCED:
20 ILCS 605/605-1119 new
30 ILCS 105/5.1038 new
Amends the Department of Commerce and Economic Opportunity Law of the
Civil Administrative Code of Illinois. Provides that the Department of
Commerce and Economic Opportunity shall establish and administer a Small
Business Restoration Grant Program to assist small businesses in the State
that have been affected by the actions of the United States Immigration and
Customs Enforcement (ICE) during Operation Midway Blitz. Provides for the
transfer of $50,000,000 from the General Revenue Fund to the Small
Business Restoration Fund. Amends the State Finance Act to create the
Small Business Restoration Fund. Effective immediately.

AN ACT concerning State government.

Be it enacted by the People of the State of Illinois,

represented in the General Assembly:

Section 5.
The Department of Commerce and Economic
5
Opportunity Law of the Civil Administrative Code of Illinois
6
is amended by adding Section 605-1119 as follows:

Sec. 605-1119.
Small business restoration grants.
The
9
Department shall establish and administer a Small Business
10
Restoration Grant Program to assist small businesses in the
11
State that have been affected by the actions of the United
12
States Immigration and Customs Enforcement (ICE) during
13
Operation Midway Blitz. The Department may adopt rules to
14
administer and implement the program under this Section. As
15
used in this Section, "small business" means an
16
independently-owned brick and mortar business in the State
17
that had 25 or fewer full-time employees as of September 9,
18
2025. By July 1, 2026, the State Comptroller shall order
19
transferred and the State Treasurer shall transfer the sum of
20
$50,000,000 from the General Revenue Fund to the Small
21
Business Restoration Fund, a special fund created in the State
22
treasury. Moneys in the Fund shall be used by the Department of
23
Commerce and Economic Opportunity to make grants under this
