SYNOPSIS AS INTRODUCED:

105 ILCS 5/14-2

Amends the Children with Disabilities Article of the School Code.
Provides that, with respect to any State statute or administrative rule
that defines a general education classroom to be composed of a certain
percentage of students with individualized education programs, such
percentage shall exclude students with individualized education programs
receiving only speech-language pathology services outside of the general
education classroom for a mild speech disorder, provided that the
instruction the students receive in the general education classroom does
not require modification or accommodation (rather than providing that
students with individualized education programs shall exclude students
receiving only speech services outside of the general education classroom,
provided that the instruction the students receive in the general
education classroom does not require modification). Provides that such
percentage shall include students with individualized education programs
receiving only speech-language pathology services outside of the general
education classroom for a moderate to severe speech disorder.

Be it enacted by the People of the State of Illinois,

represented in the General Assembly:

The School Code is amended by changing Section
5
14-2 as follows:

(105 ILCS 5/14-2)

Sec. 14-2.
Definition of general education classroom for
8
special education students receiving services in the general
9
education classroom.

(a)
As used in this subsection with respect to a speech
11
disorder:
12

"Mild" means the speech disorder does not interfere with
13
academic or social functioning.
14

"Moderate" means the speech disorder may interfere with
15
academic or social functioning and requires instructional
16
modification or accommodation.
17

"Severe" means the speech disorder interferes with
18
academic or social functioning and requires instructional
19
modification or accommodation.

20

With respect to any State statute or administrative rule
21
that defines a general education classroom to be composed of a
22
certain percentage of students with individualized education
23
programs (IEPs),
such percentage shall exclude
students with
