SYNOPSIS AS INTRODUCED:

20 ILCS 2705/2705-635 new

Amends the Department of Transportation Law of the Civil
Administrative Code of Illinois. Requires the Department of
Transportation, in consultation and collaboration with the Department of
Central Management Services and the Capital Development Board, to develop
one or more standards for State purchases of appliances, concrete,
asphalt, steel, and other building materials, subject to appropriation or
the award of grant funding for this purpose. Provides that in developing
these standards, the establishment of a maximum acceptable Global Warming
Potential standard, as well as ways to promote and facilitate the use of
life cycle assessments and environmental product declarations, shall be
considered when considering bids for State-funded infrastructure projects.

AN ACT concerning State government.

Be it enacted by the People of the State of Illinois,

represented in the General Assembly:

Section 5.
The Department of Transportation Law of the

Civil Administrative Code of Illinois is amended by adding
6
Section 2705-635 as follows:

Sec. 2705-635.
Sustainability standards.
To reduce the
9
carbon intensity and increase the sustainability of
10
State-funded infrastructure projects, the Department of
11
Transportation, in consultation and collaboration with the
12
Department of Central Management Services and the Capital
13
Development Board, shall develop one or more standards for
14
State purchases of appliances, concrete, asphalt, steel, and
15
other building materials, subject to appropriation or the
16
award of grant funding for this purpose. In developing these
17
standards, the establishment of a maximum acceptable Global
18
Warming Potential standard, as well as ways to promote and
19
facilitate the use of life cycle assessments and environmental
20
product declarations, shall be considered when considering
21
bids for State-funded infrastructure projects.
