AN ACT concerning regulation.

Be it enacted by the People of the State of Illinois,
3
represented in the General Assembly:

Section 5.
The Department of Professional Regulation Law
5
of the Civil Administrative Code of Illinois is amended by
6
changing Section 2105-15.7 as follows:

(20 ILCS 2105/2105-15.7)

Sec. 2105-15.7.
Implicit bias awareness training.
9

(a) As used in this Section:
10

"Health care professional" means a person licensed or
11
registered by the Department of Financial and Professional
12
Regulation under the following Acts: Medical Practice Act of
13
1987, Nurse Practice Act, Clinical Psychologist Licensing Act,
14
Illinois Dental Practice Act, Illinois Optometric Practice Act
15
of 1987, Pharmacy Practice Act, Illinois Physical Therapy Act,
16
Physician Assistant Practice Act of 1987, Acupuncture Practice
17
Act, Illinois Athletic Trainers Practice Act, Clinical Social
18
Work and Social Work Practice Act, Dietitian Nutritionist
19
Practice Act, Home Medical Equipment and Services Provider
20
License Act, Naprapathic Practice Act, Nursing Home
21
Administrators Licensing and Disciplinary Act, Illinois
22
Occupational Therapy Practice Act, Illinois Optometric
23
Practice Act of 1987, Podiatric Medical Practice Act of 1987,

Respiratory Care Practice Act, Professional Counselor and

Clinical Professional Counselor Licensing and Practice Act,

Sex Offender Evaluation and Treatment Provider Act, Illinois
4
Speech-Language Pathology and Audiology Practice Act,
5
Perfusionist Practice Act, Registered Surgical Assistant and
6
Registered Surgical Technologist Title Protection Act, and
7
Genetic Counselor Licensing Act.

"Maternal health care services" means prenatal care or
9
postnatal care.
10

"Menopause" means the time of life when ovaries stop
11
producing estrogen and menstrual periods stop.

12

"Perimenopause" means the span of time that begins with
13
the onset of menstrual cycle changes and other
14
menopause-related symptoms and extends through one year
15
post-menopause.
16

"Postnatal care" means an office visit to a health care
17
professional for the purposes of care related to
18
post-pregnancy that occurs within 12 months after a person has
19
given birth, with reference to the person who has given birth.
20

"Prenatal care" has the meaning given to that term in the
21
Maternal Mental Health Conditions Education, Early Diagnosis,
22
and Treatment Act.
23

(b) A health care professional who has continuing
24
education requirements must complete at least a one-hour
25
course in training on implicit bias awareness per renewal
26
period. On and after July 1, 2026, for health care

professionals who report to the Department that they provide
2
maternal health care services and seek to renew a license or
3
registration, the one-hour course in training on implicit bias
4
awareness shall include training in potential maternal health
5
risk factors associated with childbearing individuals who are
6
part of a marginalized racial or ethnic group with increased
7
maternal mortality rates. A health care professional may count
8
this one hour for completion of this course toward meeting the
9
minimum credit hours required for continuing education.
On and
10
after January 1, 2027, a course covering the topics of
11
perimenopause and menopause may count toward the one-hour
12
course in training on implicit bias requirement under this
13
Section.
Any training on implicit bias awareness applied to
14
meet any other State licensure requirement, professional
15
accreditation or certification requirement, or health care
16
institutional practice agreement may count toward the one-hour
17
requirement under this Section.

(c) The Department may adopt rules for the implementation
19
of this Section.

Effective date.
This Act takes effect January

1, 2027.
