SYNOPSIS AS INTRODUCED:
105 ILCS 5/27-550 new
Amends the School Code. Requires every public elementary and high
school to include in its curriculum the study of the contributions made by
Latin Americans to the economic, cultural, social, and political
development of the United States. Provides that the regional
superintendent of schools shall monitor a school district's compliance
with the requirement during the regional superintendent's annual
compliance visit and make recommendations for improvement. Provides that
the failure by a school district or school to comply with the requirement
shall result in a written warning for the first offense, and if the school
district or school continues to fail to comply with the requirements, the
school district or school shall face disciplinary action at the discretion
of the regional superintendent. Requires the State Superintendent of
Education to prepare and make available to all school boards instructional
materials and professional development opportunities that may be used as
guidelines for the development of a Latin American unit of study.
Effective August 1, 2026.

AN ACT concerning education.

Be it enacted by the People of the State of Illinois,

represented in the General Assembly:

Section 5.
The School Code is amended by adding Section
5
27-550 as follows:

(105 ILCS 5/27-550 new)
7
Sec. 27-550.
Latine studies.
8
(a) Every public elementary and high school shall include
9
in its curriculum the study of the contributions made by Latin
10
Americans to the economic, cultural, social, and political
11
development of the United States. The instruction shall
12
include the events of the Latine experience and Latin American
13
history, including the contributions made by Latin Americans
14
in government and the arts, humanities, and sciences, as well
15
as the effects of colonialism in society.

(b) The regional superintendent of schools shall monitor a
17
school district's compliance with the requirements of this
18
Section during the regional superintendent's annual compliance
19
visit and make recommendations for improvement, including
20
professional development. Failure by a school district or
21
school to comply with this Section shall result in a written
22
warning for the first offense. If the school district or
23
school continues to fail to comply with this Section, the

school district or school shall face disciplinary action at

the discretion of the regional superintendent.

(c) The State Superintendent of Education shall prepare
4
and make available to all school boards instructional
5
materials and professional development opportunities that may
6
be used as guidelines for the development of a unit of study
7
under this Section. However, each school board shall determine
8
the minimum amount of instructional time that qualifies as a
9
unit of study satisfying the requirements of this Section.

Section 99.
Effective date.
This Act takes effect August
11
1, 2026.
