SYNOPSIS AS INTRODUCED:
20 ILCS 605/605-1119 new
Amends the Department of Commerce and Economic Opportunity Law of the
Civil Administrative Code of Illinois. Provides that the Department of
Commerce and Economic Opportunity shall establish the Small Business
Stabilization Grant Program to provide grants to eligible small businesses
experiencing financial hardship. Effective immediately.

AN ACT concerning State government.

Be it enacted by the People of the State of Illinois,

represented in the General Assembly:

Section 5.
The Department of Commerce and Economic
5
Opportunity Law of the Civil Administrative Code of Illinois
6
is amended by adding Section 605-1119 as follows:

(20 ILCS 605/605-1119 new)

Sec. 605-1119.
Small Business Stabilization Grant Program.
9
(a) The Department shall establish the Small Business
10
Stabilization Grant Program to provide grants to eligible
11
small businesses experiencing financial hardship, as
12
determined by the Department by rule.
13
(b) Subject to appropriation, grants under this Section
14
shall not exceed $25,000 per business and may be used for
15
working capital, payroll, rent, utilities, or equipment
16
expenses.
17
(c) The Department shall give priority to businesses with
18
fewer than 10 employees and businesses located in economically
19
distressed areas of the State.
20
(d) The Department may adopt rules necessary to implement
21
this Section.

Effective date.
This Act takes effect upon
