SYNOPSIS AS INTRODUCED:

105 ILCS 5/2-3.117

Amends the School Code. Provides that the State Board of Education
shall develop statewide guidance for school districts and educators on the
use of technology-based learning resources in elementary and secondary
education. Provides that the State Board of Education shall develop and
publish the guidance by July 1, 2027 and provide continuous updates as it
deems necessary. Allows the State Superintendent of Education to convene
stakeholders for a statewide council to consult on the further development
of guidance, resources, and other support for school districts and
educators on the use of technology-based learning resources in schools.

AN ACT concerning education.

Be it enacted by the People of the State of Illinois,
3
represented in the General Assembly:

Section 5.
The School Code is amended by changing Section
5
2-3.117 as follows:

(105 ILCS 5/2-3.117)
7

Sec. 2-3.117.
School Technology Program.
8

(a) The State Board of Education is authorized to provide
9
technology-based learning resources to school districts to
10
improve educational opportunities and student achievement
11
throughout the State. These resources may include
12
reimbursements for the cost of tuition incurred by a school
13
district for approved online courses accessed through the
14
State Board of Education's Illinois Virtual Course Catalog
15
Program.
16

(1) A school district shall be eligible for
17

reimbursement for the cost of each virtual class accessed
18

through the Illinois Virtual Course Catalog program and
19

successfully completed by a student of the school
20

district, to the extent appropriated funds are available
21

for such reimbursements.
22

(2) A school district shall claim reimbursement on
23

forms and through a process prescribed by the State Board

of Education.

(a-5) The State Board of Education, in consultation with
3
stakeholders, shall develop statewide guidance for school
4
districts and educators on the use of technology-based
5
learning resources in elementary and secondary education. This
6
guidance shall include, but is not limited to:
7

(1) explanations and examples of technology-based
8

learning resources that may be used in a classroom,
9

including, but not limited to, Canvas, Blackboard, and
10

Google Classroom;
11

(2) specific ways technology-based learning resources
12

can be used at the district, school, and classroom levels
13

to inform teaching and learning practices;
14

(3) how districts and educators can evaluate and
15

address privacy concerns in the usage of technology-based
16

learning resources; and
17

(4) The impact of technology-based learning resources
18

on student-data privacy, including federal and State law
19

associated with student-data privacy that are important to
20

be aware of when setting policy for the use of
21

technology-based learning resources in schools.
22

The State Board of Education shall develop and publish
23
this guidance by July 1, 2027 and provide continuous updates
24
as it deems necessary.

The State Superintendent of Education may convene
26
stakeholders for a statewide council to consult on the further

development of guidance, resources, and other support for
2
school districts and educators on the use of technology-based
3
learning resources in schools. The council must include
4
individuals with expertise in technology-based learning
5
resources and no fewer than 2 currently practicing classroom
6
teachers. The council shall represent the ethnic, racial, and
7
geographic diversity of this State and include expertise
8
across early childhood and elementary, middle, and high school
9
settings.

(b) The State Board of Education is authorized, to the
11
extent funds are available, to establish a statewide support
12
system for information, professional development, technical
13
assistance, network design consultation, leadership,
14
technology planning consultation, and information exchange; to
15
expand school district connectivity; and to increase the
16
quantity and quality of student and educator access to on-line
17
resources, experts, and communications avenues from moneys
18
appropriated for the purposes of this Section.

(b-5) The State Board of Education may enter into
20
intergovernmental contracts or agreements with other State
21
agencies, public community colleges, public libraries, public
22
and private colleges and universities, museums on public land,
23
and other public agencies in the areas of technology,
24
telecommunications, and information access, under such terms
25
as the parties may agree, provided that those contracts and
26
agreements are in compliance with the Department of Central

Management Services' mandate to provide telecommunications
2
services to all State agencies.
