SYNOPSIS AS INTRODUCED:

220 ILCS 5/16-108.35 new

Amends the Public Utilities Act. Provides that, beginning January 1,
2027, broadband providers shall offer affordable rates to serve the needs
of low-income broadband customers. Provides that the Illinois Commerce
Commission shall establish and implement appropriate rules to ensure that
low-income broadband rates are developed by broadband providers,
including, but not limited to, rules establishing minimum Internet service
speeds at affordable rates and setting a maximum low-income broadband rate
for broadband service. Effective immediately.

AN ACT concerning regulation.

Be it enacted by the People of the State of Illinois,

represented in the General Assembly:

Section 5.
The Public Utilities Act is amended by adding

Section 16-108.35 as follows:

Sec. 16-108.35.
Broadband providers; low-income rates.

Beginning January 1, 2027, broadband providers shall offer
9
affordable rates to serve the needs of low-income broadband
10
customers. The Commission shall establish and implement
11
appropriate rules to ensure that low-income broadband rates
12
are developed by broadband providers, including, but not
13
limited to, rules establishing minimum Internet service speeds
14
at affordable rates and setting a maximum low-income broadband
15
rate for broadband service.

Section 99.
Effective date.
This Act takes effect upon
17
becoming law.
