AN ACT concerning transportation.

Be it enacted by the People of the State of Illinois,
3
represented in the General Assembly:

Section 5.
The Illinois Vehicle Code is amended by adding
5
Section 3-670.5 as follows:
6
(625 ILCS 5/3-670.5 new)

Sec. 3-670.5.
Autism and neurodivergent license plates.
8
(a) Beginning with the 2027 registration year, the
9
Secretary of State, upon receipt of all applicable fees and
10
applications made in the form prescribed by the Secretary, may
11
issue special registration plates designated as autism and
12
neurodivergent plates to residents of the State who are
13
autistic or neurodivergent or who are parents of children who
14
are autistic or neurodivergent. The special plates issued
15
under this Section shall be affixed only to passenger vehicles
16
of the first division, motorcycles, autocycles, and motor
17
vehicles of the second division weighing not more than 8,000
18
pounds. Plates under this Section shall expire according to
19
the multi-year procedure established by Section 3-414.1 of
20
this Code.

(b) The plates shall display the Just Bee icon used for
22
identification of autistic or neurodivergent individuals. In
23
all other respects, the design and color of the special plates

shall be wholly within the discretion of the Secretary. An
2
original certificate from a licensed physician that certifies
3
the applicant, or the applicant's child, as autistic or
4
neurodivergent shall accompany each application. The Secretary
5
may, in his or her discretion, allow the plates to be issued as
6
vanity plates or personalized in accordance with Section
7
3-405.1 of this Code. The plates are not required to designate
8
"Land of Lincoln", as prescribed in subsection (b) of Section
9
3-412 of this Code. The Secretary shall prescribe the
10
eligibility requirements and, in his or her discretion, shall
11
approve and prescribe stickers or decals as provided under
12
Section 3-412.
