AN ACT concerning State government.

Be it enacted by the People of the State of Illinois,
3
represented in the General Assembly:

4

Section 5.
The Department of Public Health Act is amended
5
by adding Section 8.6 as follows:

6

(20 ILCS 2305/8.6 new)
7

Sec. 8.6.
Breakthrough Therapies for Veteran Suicide
8
Prevention Program Advisory Council.

9

(a) The Breakthrough Therapies for Veteran Suicide
10
Prevention Program Advisory Council created by Public Act
11
103-8 is continued within the Department of Public Health as
12
set forth in this Section. The Council shall advise the
13
Department on the rules and clinical infrastructure necessary
14
to support clinical access to and training for
15
medication-assisted United States Food and Drug Administration
16
breakthrough therapies for veteran suicide prevention. In
17
advising the Department under this Section, the Council shall
18
advise the Department on:

19

(1) the necessary education, training, licensing, and
20

credentialing of providers;

21

(2) patient safety and harm reduction;

22

(3) standards for treatment facilities;

23

(4) relevant federal regulations and guidelines that

relevant State agencies may consider adopting;

2

(5) assisting with the development of public awareness
3

and education campaigns related to veteran suicides;

4

(6) developing and providing oversight regarding
5

mechanisms for the dissemination of treatment and training
6

data; and

7

(7) developing provisions to ensure justice, equity,
8

diversity, and inclusion are considered in the
9

administration of grants and recommendations made to the
10

Department.

(b) The Council shall consist of the following members:

12

(1) three members appointed by the Governor;

13

(2) two members appointed by the President of the
14

Senate;

15

(3) two members appointed by the Speaker of the House
16

of Representatives;

17

(4) one member appointed by the Minority Leader of the
18

Senate;

19

(5) one member appointed by the Minority Leader of the
20

House;

21

(6) the Director of Veterans Affairs, or the
22

Director's representative;
23

(7) the Secretary of Human Services, or the
24

Secretary's representative; and
25

(8) four members appointed by the Director of Public
26

Health who are considered subject matter experts in the

fields of psychiatry, breakthrough therapies, clinical
2

trials research, and pharmacology.

(c) The Council shall include at least 3 veterans. The
4
Council shall also include members with expertise in
5
breakthrough therapy research, clinical mental health
6
treatment, public health, access to mental and behavioral
7
health care in underserved communities, veteran mental or
8
behavioral health care, and harm reduction. The Department of
9
Public Health shall provide administrative support to the
10
Council.

11

(d) The Council shall adopt internal organizational
12
procedures as necessary for its efficient organization.

13

(e) Members of the Council shall serve without
14
compensation.

Section 10.
The Department of Healthcare and Family
17
Services Law of the Civil Administrative Code of Illinois is
18
amended by repealing Section 2205-36.
