1

AN ACT concerning transportation.

2

Be it enacted by the People of the State of Illinois,
3
represented in the General Assembly:

4

Section 5.
The Transportation Network Providers Act is
5
amended by changing Sections 5, 10, 20, 25, and 30 and by
6
adding Section 31 as follows:

7

(625 ILCS 57/5)
8

(Section scheduled to be repealed on September 1, 2028)
9

Sec. 5.
Definitions.
In this Act:

10

"Customer" means a person or entity that requests and

recipient of delivered goods.

13

"Transportation network company" or "TNC" means an entity
14
operating in this State that uses a digital network or

17
transportation network company drivers. A TNC is not deemed to
18
own, control, operate, or manage the vehicles used by TNC

drivers, and is not a taxicab association or a for-hire
20
vehicle owner.
21

"Transportation network company driver" or "TNC driver"
22
means an individual who operates a motor vehicle that is:

passenger
12
and
prearranged with a TNC driver
by the customer or the TNC

13
through the use of a TNC digital network or software
14
application.
TNC services include both passenger rideshare and
15
delivery services for consumer goods, including, but not
16
limited to, groceries, retail items, prepared food, and
17
packages.
TNC services shall begin when a TNC driver accepts a
