SYNOPSIS AS INTRODUCED:

Appropriates $1,000,000 from the General Revenue Fund to the
University of Illinois for the purpose of increasing the extension service
trust fund allocation for the University of Illinois Extension program to
enable the University of Illinois Extension program to achieve the stated
purpose of the Farmland Transition Commission under the Farmland
Transition Commission Act, which includes examining current barriers
individuals ages 25 through 40 years old face when trying to purchase or
access farmland, reviewing current incentives and policies to encourage
the transfer of farmland to current or prospective farmers ages 25 through
40 years old, and compiling resources about and assisting current and
prospective farmers ages 25 through 40 years old with barriers in
purchasing or otherwise accessing farmland for farm operations. Effective
July 1, 2026.

AN ACT concerning appropriations.

Be it enacted by the People of the State of Illinois,

represented in the General Assembly:

Section 5.
The amount of $1,000,000, or so much of that
5
amount as may be necessary, is appropriated from the General
6
Revenue Fund to the University of Illinois for the purpose of
7
increasing the extension service trust fund allocation for the
8
University of Illinois Extension program to enable the
9
University of Illinois Extension program to achieve the stated
10
purpose of the Farmland Transition Commission under the
11
Farmland Transition Commission Act, which includes examining
12
current barriers individuals ages 25 through 40 years old face
13
when trying to purchase or access farmland, reviewing current
14
incentives and policies to encourage the transfer of farmland
15
to current or prospective farmers ages 25 through 40 years
16

Section 99.
Effective date.
This Act takes effect July 1,

2026.
