SYNOPSIS AS INTRODUCED:
30 ILCS 105/13.6 new
Amends the State Finance Act. Provides that amendments to bills filed
with the Secretary of the Senate or the Clerk of the House of
Representatives that contain appropriations for more than one State agency
for the current year or budget year shall be accompanied by certain
supplemental documentation. Effective immediately.

AN ACT concerning finance.

Be it enacted by the People of the State of Illinois,
3
represented in the General Assembly:

Section 5.
The State Finance Act is amended by adding
5
Section 13.6 as follows:

(30 ILCS 105/13.6 new)
7
Sec. 13.6.
Additional requirements for appropriations.
8
(a) As used in this Section:
9
"Appropriations" means appropriations for objects and
10
purposes as classified and standardized under Section 13 of
11
this Act and any other lump sum or other appropriation, other
12
than capital appropriations, contained in any bill filed in
13
accordance with Section 13.4 of this Act.
14
"Fund type" means general funds, as defined under Section
15
50-40 of the State Budget Law of the Civil Administrative Code
16
of Illinois, other State funds, or federal funds.
17
"Material change" means a change that increases or
18
decreases an appropriation being made to a State agency.
19
"State agency" or "agency" means all departments,
20
officers, authorities, public corporations and quasi-public
21
corporations, commissions, boards, institutions, State
22
colleges and universities, and all other public agencies
23
created by the State, including agencies of the judicial

branch, but not including units of local government and school
2
districts.

(b) On and after July 1, 2026, amendments to bills filed
4
with the Secretary of the Senate or the Clerk of the House of
5
Representatives that contain appropriations for more than one
6
State agency for the current year or budget year shall be
7
accompanied by supplemental documentation at the time of the
8
filing of the amendment that includes, at a minimum, both of
9
the following:

(1) An itemization of all proposed appropriation
11
changes in the amendment by line item, fund type, and
12
State agency when compared with an appropriations bill
13
introduced in accordance with Section 13.4 of this Act for
14
the same current or budget year. The information shall be
15
presented in a format similar to the table of operating
16
appropriations by program included in the budget submitted
17
by the Governor under Section 50-10 of the State Budget
18
Law of the Civil Administrative Code of Illinois for that
19
budget year. State agency appropriation line items that
20
fall under the classifications listed in paragraphs (1)
21
through (14) and (16) through (18) of Section 13 may be
22
combined by each classification for each State agency. If
23
line items are combined, the itemization for that
24
classification for a State agency shall include all line
25
items for that classification and fund type for the agency
26
regardless of whether those line items have changed. The

itemization under this paragraph shall also include a
2
comparison of the proposed appropriation changes in the
3
amendment to the current year enacted appropriation.

(2) An itemized summary of the total amount proposed
5
to be appropriated for each State agency with
6
appropriation changes required to be included under
7
paragraph (1) when compared to an appropriations bill
8
introduced in accordance with Section 13.4 of this Act for
9
the same current or budget year and the current year
10
enacted appropriation, including subtotals for general
11
funds, other State funds, and federal funds, regardless of
12
whether any of the fund type subtotals remain unchanged
13
from the introduced appropriations bill. The information
14
shall be presented in a format similar to the table of
15
operating appropriations by agency, as included in the
16
budget submitted by the Governor under Section 50-10 of
17
the State Budget Law for that budget year.

(c) If an amendment is filed to a bill and it does not
19
materially change the amounts proposed to be appropriated in
20
the current year or budget year as recommended by the Governor
21
to the General Assembly pursuant to Section 50-5 of the State
22
Budget Law or introduced in bills in accordance with Section
23
13.4 of this Act, then the amendment does not need to be
24
accompanied by the supplemental documentation required under
25
this Section.

(d) The Legislative Information System shall ensure that

the supplemental documents described in subsection (b) are
2
posted publicly on the General Assembly's website at the time
3
the amendment is filed.

Section 99.
Effective date.
This Act takes effect upon
5
becoming law.
