CONSTITUTIONAL AMENDMENT

SYNOPSIS AS INTRODUCED:
ILCON Art. IV, Sec. 2.5 new
ILCON Art. V, Sec. 2
Proposes to amend the Legislature and Executive Articles of the
Illinois Constitution. Provides that a person may not be elected to the
office of State Senator for more than three terms or the office of State
Representative for more than five terms, and that service in the General
Assembly before the second Wednesday in January of 2027 shall not be
considered in the calculation of a person's service. Provides that a
person may not be elected to any Executive Branch office, or any
combination of Executive Branch offices, for more than 2 terms, and that
service in an Executive Branch office before the second Monday in January
of 2027 shall not be considered in the calculation of a person's service.

SENATE JOINT RESOLUTION

CONSTITUTIONAL AMENDMENT

RESOLVED, BY THE SENATE OF THE ONE HUNDRED FOURTH GENERAL

ASSEMBLY OF THE STATE OF ILLINOIS, THE HOUSE OF
5
REPRESENTATIVES CONCURRING HEREIN, that there shall be
6
submitted to the electors of the State for adoption or
7
rejection at the general election next occurring at least 6
8
months after the adoption of this resolution a proposition to
9
add Section 2.5 to Article IV and amend Section 2 of Article V
10
of the Illinois Constitution as follows:

THE LEGISLATURE

SECTION 2.5.
TERM LIMITS.

A person may not be elected to the office of State Senator
16
for more than three terms or the office of State
17
Representative for more than five terms. Service before the
18
second Wednesday in January of 2027 shall not be considered in
19
the calculation of a person's service.

SECTION 2.
TERMS

These elected officers of the Executive Branch shall hold
4
office for four years beginning on the second Monday of
5
January after their election and, except in the case of the
6
Lieutenant Governor, until their successors are qualified.
7
They shall be elected at the general election in 1978 and every
8
four years thereafter.
A person may not be elected to any
9
Executive Branch office, or any combination of Executive
10
Branch offices, for more than two terms. Service before the
11
second Monday in January of 2027 shall not be considered in the
12
calculation of a person's service for purposes of this
13
Section.

SCHEDULE

This Constitutional Amendment takes effect upon being
17
declared adopted in accordance with Section 7 of the Illinois
18
Constitutional Amendment Act.
