SENATE RESOLUTION

2

WHEREAS, The members of the Illinois Senate are saddened
3
to learn of the death of John William Coultas of Peoria, who
4
passed away on December 28, 2025; and

5

WHEREAS, John Coultas, the son of Bill and Jane Coultas,
6
was born on August 24, 1971; and

7

WHEREAS, As a child, John Coultas loved exploring in
8
nature, looking for eagle nests, playing soccer,
9
skateboarding, playing hacky sack, riding in the back of his
10
grandfather's red pickup truck, and playing Little League; and

11

WHEREAS, In his teenage years, mischievous and undeniably
12
charismatic, John Coultas filled his days with music,
13
laughter, friends, and ripping donuts in the snow with his
14
little sisters in the red pickup truck that had become his
15
prized possession; and

16

WHEREAS, After high school, John Coultas attended Parkland
17
College before transferring to and graduating from the
18
University of Wisconsin-Madison, where he was named a Gaylord
19
Nelson Scholar; and

20

WHEREAS, John Coultas especially enjoyed listening to the

music of the Grateful Dead, spending countless hours following
2
the band's tours across the country; and

3

WHEREAS, John Coultas loved few things more than his
4
annual trip to Florida with his father, traipsing about the
5
entire state to visit family and friends and always spending
6
at least three days at his favorite place in the world, Miami
7
Beach; and

8

WHEREAS, John Coultas never met a Monical's Pizza,
9
Starbucks coffee drink, or sweet treat that he did not like,
10
and he was a devoted fan of the Chicago Cubs and the Green Bay
11
Packers; and

12

WHEREAS, Despite suffering a life-altering traumatic brain
13
injury early in his adult life, John Coultas never lost his joy
14
and tenacity for life, and he never stopped laughing and
15
treating everyone he met with kindness and love; and

16

WHEREAS, John Coultas loved his family fiercely and
17
unconditionally, which was matched by their love for him and
18
shown through their steadfast dedication and heartfelt care;
19
and

20

WHEREAS, John Coultas was an old soul, with a genuine
21
smile and a hearty laugh, who made friends with everyone he

encountered, and he will be remembered for the joy, courage,
2
love, and kindness that he exuded into the world; and

3

WHEREAS, John Coultas is survived by his parents; his
4
sisters, Martha Coultas and Emily (Caleb) Miller; his nephew
5
and nieces, Charlie, Etta, and Poppy Miller; and countless
6
family and friends; therefore, be it

7

RESOLVED, BY THE SENATE OF THE ONE HUNDRED FOURTH GENERAL
8
ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of
9
John William Coultas and extend our sincere condolences to his
10
family, friends, and all who knew and loved him; and be it
11
further

12

RESOLVED, That a suitable copy of this resolution be
13
presented to the family of John Coultas as an expression of our
14
deepest sympathy.
