SENATE RESOLUTION

WHEREAS, The members of the Illinois Senate are saddened
3
to learn of the death of Jeffrey William "Jeff" Fred of
4
Effingham, who passed away on November 11, 2025; and

5

WHEREAS, Jeff Fred, the son of Charles Eugene Fred and
6
Betty Lou (Kempen) Fred, was born in Kankakee on September 16,
7
1960; he married Brenda Suzanne Foster on May 19, 1995; and

8

WHEREAS, Jeff Fred held a lifelong passion for music,
9
especially for playing the drums; he played in multiple bands
10
over the years, including with local worship bands and as part
11
of the worship team at Christ's Church in Effingham; in recent
12
years, he also enjoyed refurbishing old drum sets; and

13

WHEREAS, Jeff Fred loved working with his hands, including
14
rebuilding vehicles, such as his yellow 1975 CJ5 Rubigade,
15
model building, drawing, glass etching, and woodworking; in
16
more recent years, he also enjoyed grilling and smoking meats,
17
completing bucket list travel trips with his wife, and hosting
18
and participating in couples' life groups; his greatest joy
19
came from spending time with his grandchildren, who brought
20
him endless pride and happiness; and

21

WHEREAS, Jeff Fred was a hardworking, dedicated man known

for his humble and kind spirit; he will be remembered for his
2
unwavering faith, his love of music, and his devotion to his
3
family; and

4

WHEREAS, Jeff Fred was preceded in death by his parents
5
and his brother, Mark Fred; and

6

WHEREAS, Jeff Fred is survived by his wife of 30 years,
7
Brenda Fred; his daughters, Sara (Jessy Draves) Fred, Kaylee
8
(Brandon) Loy, and Jennifer (Connor Greene) Fred; five
9
grandchildren; his siblings, Kathy (John) Adams and Todd
10
(Jane) Fred; and many nieces, nephews, and extended family
11
members; therefore, be it

12

RESOLVED, BY THE SENATE OF THE ONE HUNDRED FOURTH GENERAL
13
ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of
14
Jeffrey William "Jeff" Fred and extend our sincere condolences
15
to his family, friends, and all who knew and loved him; and be
16
it further

17

RESOLVED, That a suitable copy of this resolution be
18
presented to the family of Jeff Fred as an expression of our
19
deepest sympathy.
